Item 2.1 Reference the C-E "infobulletins" and the fact that return receipts are required for the bulletins.

Item 2.2.1 The licensee's response does not confirm that the information handling system consists of a single, concise, unambiguous listing of all safety-related components and parts.

Item 2.2.1.2 The licensee's response has not confirmed that the information handling system includes a list of safety-related equipment and that procedures exist which govern its development and validation.

Item 2.2.1.3 The licensee's response has not confirmed that criteria and procedures exist which govern the use of the information handling system to determine that an activity is safety-related and what procedures for maintenance, surveillance, parts replacement and other activities defined in the introduction in 10 CFR 50, Appendix B, apply to safety-related components.

Item 4.5.2 In the November 8, 1983 response to GL 83-28 the licensee states that Millstone Unit 2 performs on-line testing of the Reactor Trip System.

However, the response also states that independent testing of the shunt and undervoltage attachments is performed at 18-month intervals; it is not clear from the response that the plant is designed to permit independent on-line verification of operability of the shunt and undervoltage attachments.
