Another issue that w'as discussed was the possible need for a license amendment at some point to accommodate final disassemblp of the above ground part of the containment vessel (CV). The licensees are considering disassembling the upper section of the CV and shipping the metal off-site as radioactive waste instead of decontaminating the CV and releasing the entire CV for unrestricted .use;; This approach may require changes to technical specifications l (e.g., ventilation requirements). Also, because of the buoyancy of the CV due to the high '

. ground water level at the site, weight would need to be added to the basement of the CV to compensate for the removal of the upper CV. This may require a determination that the basement of the CV can be released for unrestricted use before the upper CV is disassembled.

SUMMARY

OF MEETING BETWEEN SNEC, GPUN AND THE NRC STAFF On July 1,1999, representatives of the NRC staff met at NRC headquarters with representatives of SNEC and GPUN, the licensees for the SNEF. Enclosure one is a list of meeting attendees. Enclosure two is the briefing material provideo by the licensees at the meeting.

The purpose of the meeting was to initiate discussions between the licensees and NRC staff j

about resubmission of the license termination plan (LTP) for the SNEF. The LTP was initially  !

submitted on February 23,1999. After an acceptance review, the staff concluded that there l

was not sufficient information in the LPT to initiate a detailed review. The licensees were i informed of this in a letter dated April 27,1999, which contained a general discussion of areas where the staff needed more information. The licensees plan to address these areas and resubmit the LTP later this year. i The licensees discussed with the NRC staff the information needed by NRC to initiate the LTP review and proposed responses to the NRC letter. The licensees gave presentations on the status and history of the SNEF, classification of areas (impacted and not impacted) at the site, site characterization activities, determination of site background, and the LTP resubmittal.

An issue that was discussed was the use of historical survey data. On May 28,1992, Amendment No.11 was issued for the SNEF license which revised the description of the facility l site allowing the removal of buildings, a storage tank, a storage area and a section of the pipe tunnel (the outbuildings). The buildings had deteriorated with age and were becoming a safety problem. The amendment did not release any part of the site for unrestricted use. The licensees would like to use survey data taken during removal of the outbuildings in support of license termination. The staff stated that they would not object to the use of this data if the licensees could show that the data meets the data quality obje':tives for survey data. This issue i would be further discussed at a future meeting between the licensees and the NRC staff.

The licensees were interested in how changes would be made to the LTP after approval. The NRC staff is currently considering this issue. The NRC staff anticipates that certain important /

information (which information is still under development by the NRC staff) contained in the LTP would be placed in the license to require NRC review before changes. Because the LTP is a supplement to the Safety Analysis Report (SAR), the existing processes for making changes to the SAR would be applicable. This issue will be discussed at a future meeting.
