In accordance with 10 CFR 76, the United States Enriclunent Corporation (USEC) hereby submits twenty (20) copies of Revision 32 (June 30,1999) to USEC-02, Application for United States Nuclear Regulatory Commission Certification, Portsmouth Gaseous Diffusion Plant.
Revision 32 incorporates changes to the Fundamental Nuclear Materials Control Plan (FNMCP) and to the Technical Safety Requirements (TSR) that were previously submitted for your review in accordance with 10 CFR 76.45 and were approved as Amendments 2 and 3 to the Certificate of

Compliance GDP-2 in your letters dated May 3,1999 (TAC NO. L32090) and May 12,1999 (TAC NO. L32114), respectively. Revision 32 also incorporates related changes to the Safety Analysis Report and Programs and Plans that have been reviewed in accordance with 10 CFR 76 and have been determined not to require prior NRC approval. Revision bars are provided in the right-hand margin to identify the changes. Revision 32 was implemented effective June 30,1999.
The Revision 32 pages associated with the changes to the FNMCP and the Transportation Security Plan contain certain trade secrets and commercial and financial information exempt from public i
disclosure pursuant to Section 1314 of the Atomic Energy Act of 1954 (AEA), as amended, and 10 CFR 2.790 and 9.17(a)(4). In accordance with 10 CFR 76.33(e) and 2.790(b), the Revision 32 changes to the FNMCP and the Transportation Security Plan are being submitted under separate i
