Fermi-2 Facility Operating License No. NPF-43 License Condition
-2.C(15)," Iodine /ParticulateSamplingSystem" License Condition 2.C(15) in NPF-43 (as well as License Condition 2.C(17) in NPF-33) requires that Deco demonstrate that the plant iodine / particulate sampling system will perform its intended function and that this capability be demonstrated prior to startup following the first refueling outage. DECO's letter dated May 16, 1986, responded to the subject license condition stating that:
(1) calculated correction factors have been developed for sample line losses due to iodine plate out and particulate depositions; and (2) these cor-rection factors have been incorporated into the appropriate plant operating procedures (both of these statements are confirmed in NRC Inspection Report No. 50-341/85-017 (DRSS) dated April 1, 1986).
It is further stated in the May 16th letter that, through the use of these calculated sample line loss i
factors, DECO's comitment to NUREG-0737, Item II.F.1((2), and Regulatory Guide 1.97, Revision 2 are met, causing DECO to conclude that the subject license condition has, therefore, been satisfied.
The NRC does not concur with DECO's assessment of the subject license condition.
It is the NRC's position that the use of the calculated correction factors is ac-ceptable only on an interim basis. Regulatory Guide 1.97, Revision 3 (May 1983),
delineates that the sample line losses and deposition should be empirically pre-4 determined and that appropriate loss correction factors should be applied. The NRC endorses the approach of making actual system tests, or a full-scale mockup test, to determine line losses. As such, the NRC concludes that DECO should comply with comitments made in its letters dated October 31 and December 13, 1984, and and specifically provide a sample line loss test program which includes an eval-uation of the applicability of the test program to the Fermi-2 Standby Gas Treat-ment System.
It is recognized, however, that there are ongoing industry and NRC research pro-grams which are intended to develop a more accurate methodology and related accept-ance criteria for performing sample line loss tests. Therefore, at this time the
' NRC requires only that Deco fomally comit to implement the methodology and related acceptance criteria developed from these programs, to demonstrate by testing that the Fermi-2 iodine / particulate sampling will in fact perfom its intended function, 8702270448 870219 fDR ADOCK 05000341 PDR
