Dear Mr. Deddens:
We understand that Gulf States Utilities plans to begin the first refueling outage for River Bend Station in the late summer to early fall of 1987. We q
request that a, plan and schedule be developed and submitted to the NRC staff
(
which addresses those issues which call for specific licensee actions, NRC I
staff review and potential requests for amendment of the operating license prior to startup following the first refueling outage. This plan should consider the requirements of current conditions to the operating license, the anticipated requests by GSU for amendment to the Technical Specifications and any additional licensee commitments required to facilitate this startup.
Your response should also include the plan, with any proposed changes to the Technical Specifications, for conforming the River Bend Station operating shift qualifications to the Connission's Final Policy Statement on Engineering Expertise on Shift pursuant to the commitment in your letter of November 14, 1985. Your connitment on this matter is discussed in Section 13.2.1 of Supplement No. 5 to the staff's Safety Evaluation Report.
The above information will assist in the schedulino of NRC staff resources and in planning for the completion of staff actions prior to the schedule milestones identified in your plan. We request that this schedule be submitted by March 13, 1987. Both Region IV and the NRR staff will be available to meet with you to review your schedule.
In addition to the above, we note that there are two pending applications for amendments of the Technical Specifications, dated September 12, 1986 and January 28, 1987, for which we have noted deficiencies in the information provided for the proposed no significant hazard consideration (NSHC) finding. We have advised your staff that additional substantiation would have to be provided for the proposed NSHC finding to enable the staff to continue its review of the applications. As we have also discussed with your staff, we note that your

' i proposed amendment dated September 12, 1986, to respond to the fire protection provisions of the Generic Letter 86-10 requires revisions to be fully responsive to that generic letter. Your early attention to these matters is ndeded to assure a timely completion of the associated staff reviews.
