APPENDIX A NOTICE OF VIOLATION Arkansas Power and Light Company Docket: 50-313/86-31 Arkansas Nuclear One License: DPR-51 During an NRC inspection conducted on October 6-10, 1986, a violation of NRC requirements was identified. The violation involved the failure to provide timely internal radiation exposure assessment of personnel exposed to airborne radioactive materials. In accordance with the " General Statement of Policy and Procedure for NRC Enforcement Actions," 10 CFR Part 2, Appendix C (1986), the violation is listed below:

Failure to Comply with 10 CFR Part 20 Requirements 10 CFR Part 20.103.a(3) requires, in part, that "For the purposes of determining compliance with the requirements of this section the licensee shall use suitable measurements of concentrations of radioactive materials in air for detection and evaluating airborne radioactive materials in restricted areas and in addition . . . shall use measurements of radioactivity in the body measurements . . . for the timely detection and assessment of individual intakes of radioactivity by exposed individuals."

Licensee procedures 1622.015, " Bioassay Sampling Program," and 1609.010, "MPC-hour and Staytime Calculations," require that personnel receive a whole body count when exposures of 2 MPC-hours any day or 10 MPC-hours during any 7-day period are exceeded.

Contrary to the above, the NRC inspector determined on October 6, 1986, that workers were not being provided timely assessment of internal exposures to radioactivity, in that it was taking up to 26 days to determine whether or not an individual had been exposed to airborne radioactivity above the limits set forth in 10 CFR Part 20.103.

This is a Severity Level IV violation. (Supplement IV)(313/8631-01)

Pursuant to the provisions of 10 CFR 2.201, Arkansas Power and Light Company is hereby required to submit to this office within 30 days of the date of the letter transmitting this Notice, a written statement or explanation in reply, including for each violation: (1) the reason for the violations if admitted, (2) the corrective steps which have been taken and the results achieved, (3) the corrective steps which will be taken to avoid further violations, and (4) the date when full compliance will be achieved. Where good cause is shown, consideration will be given to extending the response time.
