Inspection Report No. 50-354/87-02
A routine safety inspection of your solid radioactive waste preparation,
packaging and shipping program was conducted by Messrs. H. Bicehouse and B.
Davidson of this office on January 12-16, 1987.
Our findings were discussed
with Messrs. G. Connor, J. Lovell and A. Giardino and others of your staff at
the conclusion of the inspection on January 16, 1987.
Areas examined during this inspection are described in the NRC Region I
Inspection Report which is enclosed with this letter. Within these areas, the
inspection consisted of selective examination of procedures and representative
records, interviews with personnel and observations by the inspectors.
We
also reviewed your actions taken in response to previously identified items.
The inspection indicated that your program failed to account for the presence
of iron-59 and zirconium-95 in a radioactive waste shipment resulting in
apparent violations of NRC requirements.
Details are provided in enclosed
Appendix A.
You are required to respond to these findings by following the
instructions included in Appendix A.
The inspection focused on the effectiveness of your implementation of NRC and
D0T requirements in your first shipments of radioactive waste from Hope Creek
Generating Station. We are concerned that findings from previous inspections
indicated a clear need for management attention to this area and the need for
full development of your preparation, packaging and shipping program prior to
your first shipments to an authorized waste disposal site.
Although the
apparent violations are of a minor technical nature, a significant potential
for more serious problems exists in your preparation, packaging and shipping
program.
You should place special emphasis on the full development of this
area and on the effectiveness of management controls.
