s Docket No. 50-313 December 3,1986 h

Mr. Gene Campbell Vice President, Nuclear Operations Arkansas Power and Light Company P.O. Box 551 Little Rock, Arkansas 72203

Dear Mr. Campbell:

We have completed our review of your proposed confomance to R.G.1.97, Rev. 3 which you discussed in your letters dated June 25, 1984, and May 31, 1985. We have determined that what you have provided for meeting the recommendations of Regulatory Guide 1.97 is acceptable, except for the containment sump water temperature instrumentation.

It is our position that containment sump temperature is useful to an operator in determining that the containment cooling system is functioning properly during the post-accident mode of operation. Also, it is our position that you should install environmentally qualified containment sump temperature instrumentation, or identify suitable qualified alternate instrumentation to measure the heat removed from the containment sump during the recirculation phase. We request you to implement our position and provide a schedule for implementing our position within 45 days from receipt of this letter.

The information requested by this letter affects fewer than 10 respondents; therefore, CMB clearance is not required under P.L.96-511.

Our associated safety evaluation is enclosed.

Sincerely, j

/S/

John F. Stolz, Director PWR Project Directorate #6 Division of PWR Licensing-B
