Reference:
Letter, R. L. Ferguson to W. J. Dircks, subject " Termination of Supply System Nuclear Projects 4 and 5", dated February 1, 1982.
In April 1978, Construction Permit CPPR-155 was issued to the Washington Public Power Supply System (Supply System) and Pacific Power & Light Co., for Washington Nuclear Project No. 5 (WNP-5). As we advised you in the referenced letter, the Supply System Board of Directors terminated WNP-5 in January 1982 when the project was 16% complete.
Consequently, the construction of WNP-5 will not be complete by the latest completion date (July 1,1986) authorized in the Construction Permit.
It is the intent of the Supply System and Pacific Power & Light Co (10% owner) to allow the Construction Permit to expire in accordance with 10CFR50.55(b).
The WNP-5 site is located in the southeastern portion of Grays Harbor County.
The site is approximately 16 miles east of the city of Aberdeen, and approximately 3 miles south of the community of Satsop. WNP-5 was designed to have a common Turbine Building with its twin unit, WNP-3 (CPPR-154).
Consequently, WNP-5 resides completely within the plant perimeter fence of WNP-3.

Mr. Harold R. Denton, Director G05-86-lli Page Two June 24, 1986 The approximately 1,360 acres owned and/or controlled by the Supply System were to have been shared between WNP-3 and WNP-5.
Now, with the termination of WNP-5, the majority of these lands continue to be necessary to provide exclusion area control and laydown for WNP-3.
Approximately 40 acres have been retained as laydown for WNP-5 materials and components for which the Supply System has an ongoing asset disposition program. Construction phase buildings dedicated to WNP-5 or shared between the two units are currently being evaluated as to ownership, following which they will either be disposed of or retained for use in completion of WNP-3.
The most noticeable WNP-5 structures are the main plant buildings, including the Reactor Building, Auxiliary Building, Turbine Building and Cooling Tower, located as noted above, within the WNP-3 plant perimeter fence.
Due to the fact that WNP-5 and WNP-3 are on a common site, all environmental concerns related to construction of WNP-5 have continued to be addressed since construction was halted.
The Supply System will continue routine environ-mental surveillances through the extended construction delay at WNP-3. Future plans for site restoration will evolve through dialogue with the Washington State Energy Facility Site Evaluation Council.
The timing of any specific activities will be dependent on the schedule for completion of WNP-3.
The WNP-5 site presents no public nuisance or hazard due to its relative remoteness and because access is controlled by Supply System Security personnel.
