FIVE PERCENT POWER LIMIT HOPE CREEK GENERATING STATION FACILITY OPERATING LICENSE NO. NPF-50 DOCKET NO. 50-354 On April 11, 1986, the Hope Creek Generating Station (HCGS) was issued Facility Operating License NPF-50.
This license authorizes operation of the HCGS reactor power levels not in excess of 3293 megawatts thermal (100% rated power).
- However, pending Commission approval, operation is restricted to power levels not to exceed five percent of rated power (164.65 megawatts thermal).
uur interpretation of the five percent power limitation is that the plant can be operated up to five percent of rated thermal power on a steady-state basis.
This limit is recognized as the steady-state power level which will not be deliberately exceeded by any planned testing or other operations.
However, brief excursions or momentary power spikes above the five percent steady-state power limit, which could result from equipment failures or control system malfunctions, are not considered to be a violation of the five percent power limit.
We know of no previous case of a utility operating under the limits of a five percent license where this interpretation has not been valid.
The occurrence of an unplanned transient for which the plant was previously analyzed, as documented in the Final Safety Analysis Report, is not considered to be a violation of the five percent license because such an occurrence is part of the analyzed licensing basis for the plant.

6-26-86 All plant startup testing performed under the five percent power authorization will be conducted at a sufficiently low power level to ensure that no planned evolution causes reactor power to deliberately exceed five percent of rated thermal power.
However, any equipment failure or control system malfunction which result in a transient whose power peak exceeds five percent power is not considered to be a violation of the five percent limit.
During the startup of the main turbine generator and with the main turbine generator in operation under the five percent power limit, no testing will be performed during which a turbine trip t
is planned or anticipated.
However, it is recognized that an unplanned turbine trip could occur and might result in a power spike that exceeds the authorized power level.
This is not considered to be a violation of the five percent power limit.
i While operating under the five percent power limit, the reactor thermal power will be monitored using the average of all operable Average Power Range Monitor (APRM) channels.
The APRM readings will be either obtained from the APRM meters in the control room with the APRM meter on the expanded (X10) scale, or the readings will be obtained from the plant Control Room Information Display System (CRIDS) computer system.
During the initial reactor heatup, the APRMs will be calibrated so that all APRM readings agree with the results of a constant heatup rate heat balance.
If a brief power excursion or power spike were to occur while operating under the five percent power limit, we will place the reactor in a safe, stable condition and report the occurrence to our NRC Resident Inspector, or his acting designee, within four hours of the occurrence.
We will perform an evaluation of its causes, and not resume further startup testing until a root cause determination has been completed and corrective actions, if any, taken to prevent the recurrence of the particular event.
We would appreciate your concurrence with our understanding of the five percent power limit, as stated in this letter.
