NRC INSPECTION REPORTS 50 010/97017(DRS); 50 237/97017(DRS);
50 249/97017(DRS) AND NOTICE OF VIOLATION
Dear Mr. Perry:
On August 20,1997, the NRC completed a physical security inspection at your Dresden
Nuclear Power Station. The enclosed report represents the results of that inspection.
Areas examined within your security program are identified in the report. Within those areas,
the inspection cons!sted of a select!ve examination of procedures and representative records,
observation of performance, and interviews with staff. The objective of the inspection effort was
to determine whether activities authorized by the license were conducted safely and in
accordance with NRC requirements.
The overall effectiveness of your physical security program was acceptable and generally
sound. Based on the results of the inspection,it appears that one of your activities was not
conducted in accordance with requirements. One violation was identified regarding the failure
to control sealed packages within the protected area. This was a repeat of a similar violation
that occurred in August 1996. Both failures related to inadequate staff performance. in
addition to the response required by this letter, please discuss the reasons for the
ineffectiveness of your previous corrective action and how your planned conective actions will
be effective in preventing recurrence.
Additionally, other findings, were identified and are provided for your information and review.
Three additional findings were identified, involving non-cited violations, which also related to
ineffective performance of your staff. Collectively, our findings identified in the report have
raised a concern that transcends the individual findings. Each of these findings involved
inadequato personnel performance that demonstrated a lack of appreciation or
misunderstanding of basic security practices. Your response should also address your actions
for osaling with these fundamental issues.
Areas examined during this inspection concern a subject matter which is exempt from i
disclosure according to Part 73 Title 10, Code of Federal Regulations, Section
