Gentlemen:
Thank you for your letter dated October 8, 1986, informing us of the steps you
have taken to correct the violations which we brought to your attention in
Inspection Report No. 50-341/86025, forwarded by our letter dated September 8,
1986. We will examine these matters during a subsequent inspection.
We also noted your request in reference to Violation b to reduce the severity .
level from IV to V based on your conclusion that the violation represented
only a breakdow'n in administrative controls. Our review of the violation and
discussions with a member of the Regional Enforcement Staff showed that the
cause of the violation was not inadvertent administrative error that had minor
safeguards significance, but an error committed by a knowledgeable security
supervisory individual which represents more than minor safeguards significance.
Therefore the classification of the violation remains as stated in our Notice
of Violation
We will gladly discuss any questions you have concerning our decision.
