HOPE CREEK GENERATING STATION DOCKET NO. 50-354 UNIT NO. 1 CLARIFICATION OF FOUR-HOUR NON EMERGENCY- EVENT REPORT OF 10/01/86 On October l', 1986, the'HCGS Senior Nuclear Shift . Supervisor contacted the NRC~ Operations Center to report a potential' significant event. pursuant to 10CFR50.72 (b) (2) (iii) . The event

. precipitating the notification was the identification of forty eight (48) Rosemount transmitters which had suspect-environmental qualification based on the gap measurements between~the body and cover.

After' a review of the event, PSE&G has' concluded that the as-found housing cover to housing seal configuration did not pose an . operability problem- and thus is not reportable under the requirements of 10CFR50.72 and 73. This conclusion is based on the following:

o All transmitter covers were snug and the housing seal "O"-

ring was in place.

o The environmental qualification test conditions to which transmitters were subjected to are much more severe than the conditions the transmitters will experience under a . worst case DBE. The intended purpose of the O' Ring and 200 inch-pound torque applied to the housing cover is to preclude moisture entrance.at the terminal-and electrical connections of -the transmitters. The DBE conditions to which this transmitter configuration was tested were:

Temperature: 318 degrees F (max)

Pressure: 73 psig Relative Humidity: 100% steam Radiation: 2.44 x 107 rads gamma Spray: Water spray (24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br />) 8611050069 861028 PDR S

i o All safety related Rosemount transmitters included' in 'the harsh environmental qualification- program which must be operable. during the. 100 day post-DBE . period are located outside- the drywell in the Reactor Building. None of .the transmitters -are' located.in an area subject to a high energy line break (HELB) where operability during or after the HELB' is required. The worst case conditions to which -the transmitters will be subjected to and remain operable are:

o Given the above worst case conditions it is not probable that failure of any transmitter would. occur due to moisture intrusion at -the housing cover to housing seal interface.

This- conclusion .is supported by testing conducted by Wyle Labs for another utility where a' Rosemount -Series ll53B transmitter was tested to HELB conditions.without "O" Rings and less-than snug tight covers. The transmitter circuits were monitored for accuracy and leakage currents during the-HELB .w ith the effects being essentially undetectable. This

} report is filed in our back-up equipment qualification file.

Therefore, since the as-found configuration- would not have affected the operability of any system or prevented the safety

function of any of the subject transmitters during normal or

-accident environmental conditions, the incident _ does not

-represent an event reportable under 10CFR59.72 (b) (2) (iii) or 10CFR50.73 (a) (2) (v) . ' Thus a Licensee Event' Report will not be submitted for this event.
