Dear Mr. Agosti:

This relates to your request dated June 11, 1986, for an emergency amendment to the Fermi 2 Technical Specifications Regarding the Degraded Grid Voltage Setpoints, and the response dated June 13, 1986 from Robert M. Bernaro, NRR.

You have identified that the setpoints for the Division I degraded grid voltage i

protection system in your Technical Specifications are nonconservative with the result that some of the motors on motor operated valves might be damaged in the event of a low-grid voltage on the 120 KV line feeding the-switchyard.

This condition renders Division I-technically inoperable.

As documented in Mr. Bernaro's June 13, 1986 letter, this condition has been reviewed by the Office of Nuclear Reactor Regulation and it has been determined that it is acceptable for an interim period until a Technical 4

Specification change can be made and the setpoints adjusted to an appropriate value.

Based on my review of this matter, I conclude that this situation will not adversely affect public health and safety. Accordingly, I am granting you relief from the applicable Technical Specification requirement while the plant is in modes 4 and 5 and until such time as a change is granted and the setpoints are appropriately adjusted.
