SALP 6 REPORT (50-483/86002)
UNION ELECTRIC COMMENTS This responds to your letter dated September 11, 1986 which transmitted the SALP 6 Board Report for Callaway Plant covering the period June 1, 1985 through May 31, 1986.
None of the material in this response is considered proprietary.
We appreciate the favorable comments expressed in the report and in our discussions on September 24.
At the same time, we acknowledge those areas of the report which identify opportunities for improvement.
Concerning the functional area of Licensing, UE personnel met with the NRC Licensing Project Manager for Callaway on October 9.
The intent of the meeting was to better understand the Commission's basis for the decline of our Licensing rating from a 1 to a 2 and to identify actions which could assist in restoring the more favorable rating.
As a result of the meeting, UE Licensing is initiating steps to improve communications with the NRC as follows:
- 1) more frequent reviews of the status of current licensing topics;
- 2) more frequent face-to-face meetings between UE Licensing management and the NRC Project management; and
- 3) identification of the specific UE Licensing Engineer assigned to each licensing topic.
These engineers can be utilized as secondary contacts when the primary contact (UE's Licensing Supervisor) is unavailable.

Mr. James G. Keppler Page 2 October 24, 1986 On page 17 of the report, in the first full paragraph, we suggest that the word " activations" be replaced with " activation drills".
This would clearly identify the RERP activations as drills, not actual emergency events.
Again, we appreciate the opportunity to discuss the SALP'6 findings with you, the members of'your Region III staff, and the representative from NRR.
I believe such interactions contribute measurably to our mutual goal:
the continued safe, efficient operation of Callaway Plant.
