This refers to the inspection conducted by K. R. Naidu of this office on May 12-15,'1986, of your facility in Monroeville, Pennsylvania and to the discussions of our findings with J. Jelovich and members of your staff at the conclusion of the inspection.

This inspection was conducted to obtain additional information on LBB 22250MW type molded case circuit breakers which failed at the Peach Bottom and Limerick Nuclear Power Stations. However, Westinghouse representatives declined to provide the results of tests conducted on these circuit breakers to the NRC inspector. This position is inconsistent with your policy statement dated June 29, 1983 and its implementing procedures which describe the methods to be used in providing defect / deficiency information to customers and the NRC.

Please provide this office with a copy of the results of the tests performed by Westinghouse Beaver on the two failed circuit breakers sent by Philadelphia Electric Company within 30 days of this letter along with the test reports qualifying.the circuit breakers to IEEE-323 and IEEE-344.

Because the NRC inspectors were not promptly provided requested test information, the issuance of an NRC information notice alerting users of similar circuit breakers manufactured at your Beaver facility of the failures experienced at the above mentioned nuclear power plants was delayed because we were unable to obtain the necessary information from Westinghouse.

The WRD-0PR-19.0 procedure which is intended to implement your policy statement is oriented to components supplied to Westinghouse type pressurized water reactors (PWRs) only. We suggest you review the implementation of this procedure relative to Westinghouse components supplied to BWRs and other PWRs to verify that it satisfies your stated intent.

The response requested by this letter is not subject to the clearance procedures of the Office of Management and Budget as required by the paperwork Reduction Act of 1980, PL 96-511.
