v MANAGEMENT STATEMENT The Management Plans for the Extended Construction Delay of WNP-1 and WNP-3 have been prepared to provide visibility of those actions which must be taken and those issues that must be resolved in order to transition the projects into a steady state preservation mode. These plans provide the framework necessary to preserve the project's assets while protecting their future viability and licensability at minimum cost. These plans have been prepared to include all known requirements. In addition to my approval, all users of these plans are directed to continue to seek to reduce requirements which are not necessary and to reduce the costs of performing those activities which are neces sa ry. These plans will be revised, as necessary, to reflect changes in the Supply System's planning assumptions which may result from the better definition of regional power picture, changes to regulatory requirements or the development of nore cost effective preservation strategies.

1.0 INTRODUCTION

This Management Plan is a description of the guidelines to be followed in executing the extended construction delay at WNP-3. The Supply System will use this plan as the basis for management direction during the delay period.

This portion of the plan is intended to provide executive level infonnation, management principles and the key aspects of the construction delay. It is intended to include the scope of delay activities whereas the individual bud-gets will reflect the portion of the delay scope to be performed in each fis-cal year.

Previous revisions of this plan were consistent with requirements at the time of implementation. Subsequent direction adjusting the scope and duration of the delay necessitated the revision of this plan.

2.0 GUIDELINES BPA's Draft 1986 Resource Strategy and the Northwest Power Planning Council's Dra ft 1986 Power Plan, while categorizing the Supply System Projects as secured options with no fixed comercial operation dates, significantly extended the duration of the construction delay.

A subsequent letter from 8PA dated Nov. 13, 1985, es tablished a nominal restart date of 1994 In recognition of this uncertainty and to assure the cost effectiveness of the Supply System Projects, the Executive Board at their March 12-14,1986 work-shop meeting provided the following guidelines: ,

r O o A minimum preservation level is to be achieved by the end of FY 1988.

This level will implement the minimum asset preservation requirements and include an element to provide licensing assurance, o' Design progress activities (earned-value engineering), are to be discon-tinued and replaced with a Design Asset Preservation Program for packaging and preservation of the design for a long-term delay.

Funding and staffing for ' implementing this plan is established in cach fiscal year budget and is not repeated in this plan. However, the guideline for funding is to eliminate unnecessary activities, minimize budget for necessary activities, and perfom associated activities continually driving to reduced Costs.

This revision provides for the incorporation of these guidelines into the Management Plan For Extended Delay.

3.0 OBJECTIVES / PLANS o Operate and maintain the systems, services and facilities required to pre-serve and protect the plant and support the preservation activities.

o Review current preservation activities and take action to attain optimum long-tem preservation.

o Perform transition activities required to attain optimum steady state perservation.

o Simplify project o ganization structure to focus more directly on prin-ciple responsibilities of extended preservation.

4 o Consolidate and streamline project dr.cumentation and records functions.

o Maintain project documentation, records and data in compliance with corporate-approved records plans.

o Maintain the licenses and permits.

o Resolve selected licensing issues causing major regulatory uncertainties.

o Maintain compliance with Project Agreements and Bond Resolutions.

o Transition from an Engineering Completion Program to a Design Asset Preservation Program.

o Preserve ASME code capability.

o Assure that the ongoing programs are implemented in accordance with estab-lished procedures in compliance with regulatory requirements.

o Complete contract closeout on the selected prepurchase and construction 1 contracts by the earliest practical date in FY 1988.

o Maintain the contracts required to support the preservation program.

o Maintain in no-cos t suspension where possible those selected contracts required for project completion.

o Provide the project information and data required to support regional planning by Bonneville Power Achinistration and the Northwest Planning Council, o Through implementation of the Readiness Review Program, assess the ade-quacy of the project's preservation, completed design and construction, and readiness to advance to the next phases of design and construction.

o Continue to closecut construction and prepurchased contracts not required for maintenance and preservation activities.-

o Maintain certain contracts required for maintenance and preservation.

Additionally, extend current major contracts in no cost suspension, where available.

o Continue to review current preservation alternatives to attain optimum long-tenn preservation.

o Discontinue existing technical program and complete the design asset pre-servation. Redirect available technical resources to preserving design assets, supporting contract closecut, and to a more effective, less costly long-tenn preservation.

o A limited technical effort to provide assurance of licensability of the '

completed plant will be maintained. Funding for a sustained effort of

$1.5 million per year will be considered.

o The activities included in the fiscal year 1987 budget do not preclude restart at an earlier date although the deferral of planning for optimum efficiencies until the " Notice to Proceed" may impact project cost. ,

o Maintain property in such a manner as to achieve a cost-effective balance r between insurance cost and other costs of protection including maintenance i and security.

3.0 PHYSICAL ASSET PRESERVATION 3.1 Objectives o Operate ' and maintain temporary and permanent plant systems and services which are necessary to preserve and protect the plant and support the preservation activities.

LEVEL II

1.0 INTRODUCTION

This portion of the plan is intended to describe, at the management level, those functions which will be perfonned during the construction delay. This Level II portion, together with Level I, constitutes management's guidelines.

P 2.0 KEY ASSUMPTIONS Action Memorandum 213 and subsequent Executive Board direction provided for adjustments to the previous guidelines and asstsnptions. The current assump-tions are as follows:

o Restart continues to be deferred. Efforts to maintain capability of early restart are eliminated. For planning purposes, a nominal restart date of U January 1,1994 is assumed, however, BPA has suggested an advance notice of 3 years prior to restart may be given allowing limited earned value wo rk .

o The transition to a steady state preservation program may require the transfer of certain construction functions from the project contractors to the Supply System for custodial maintenance. The Supply System will not establish any precedence which would preclude the transfer of those con-struction functions back to the project contractors, o Transition to and maintain a s teady state preserva tion program until restart of construction, o Maintenance of licenses and permits during the delay period, o The Supply System will retain on a continuous basis a Construction Engineer on WNP-3. The Construction Engineer will perform delay period activities necessary to discharge its responsibilities under Bond Resolution 775.

o Maintenance of the facilities structures, systems, components and materials to satisfy commercial, regulatory and code requirements.

o Perfom the transition activities required for attaining optimum steady state preservation posture.

o Review current preservation activities and take action to attain optimum long-term preservation.

3.2 Plans o Operate preservation systems (27 pemanent and 15 construction systems) in accordance with approved programs / procedures (ongoing).

o Maintain compliance with American Nuclear Insurers' Pre-Operational Inspection Service Engineering Program requirements.

o Evaluate, detemine and implement required preservation activities in accordance with WMC-051 (Preservation of Assets - Preventive Maintenance Program) and other applicable procedures (ongoing).

! o Evaluate, determine and implement required long-tem preventive mainte-nance preservation activities (ongoing).

o Maintain components, systems, structures and materials in their installed or stored locations (ongoing).

o Maintain temporary and pemanent plant systems which are necessary to preserve the plant such as HVAC, Electrical Distribution, Lighting, and Dewatering, etc (ongoing).

o Maintain plant support systems and buildings necessary to facilitate extended plant construction delay such as construction water, sewage treatment, etc (ongoing).

r O o Maintain the WNP-3/5 commonly-owned facilities which are needed for D preservation, completion and/or operation of WNP-3. Until resolution of on-going litigation, and/or pending ownership. transfer action will be maintenance / operation activities funded by WNP-3.

o Correct deficiencies identified during preventive maintenance (ongoing).

o Preserve and maintain existing operational and construction spare parts.

Procure, receive, store and issue parts and supplies necessary for plant preservation (ongoing).

o Reexamine WNP-3 operational spares inventory to determine appropriateness of acquiring any WNP-5 spares inventory (12/86).

o Provide continuous project security, fire brigade and first aid emergency response, and optimize fire protection and security for the delay extension (ongoing).

o Provide control room functions for operation and maintenance of plant systems, communications, and perform surveillances on operational systems (ongoing).

o Complete testing and placing into operation those plant systems necessary to protect and preserve the plant (i.e., cathodic protection, motor control centers, control room, HVAC, plant lighting, fire / intrusion alanns, makeup water to FP tank) (7/87).

o Continue and complete selected system construction statusing by physical walkdowns, documenta tion review, design incorporation and work package control functions (PRIDE Program) (6/88).

o Review options, then select and implement the approved option to protect the Reactor Building Dome (7/87).

Continue inspections and evaluations required under Preservation of Assets Preventative Maintenance Program, WMC-051. Revise WMC-051 as necessary to provide for attaining optimum preservation (ongoing).

Continue activities associated with site environmental, state inspection, county engineering and ASME code activities (ongoing).

12.2 Plans o Periodically prepare and distribute news releases reporting on significant WNP-3 accomplishments (ongoing).

o Provide as many site tours as possible for persons interested in obtaining first-hand information about WNP-3 status (ongoing).

o Operate the public information facility and relocate it to the WNP-3. site, subject to EFSEC concurrence (ongoing).

o Maintain an active Satsop Speakers Bureau whose members can provide information on the Supply System to a variety of audiences (ongoing).

o Prepare and/or distribute local and company-wide publications, including

" News Line," " Supply Lines," and news clippings (ongoing).

14.1 Objectives o Develop a comprehensive plan for WNP-3 restart and construction completion incorporating the best estimates and business judgements available regarding need for power, methods of contracting, and financing.

14.2 Plans

o Collect and consolidate existing historical planning data from current and previous project personnel (8/86).

o Evaluate existing data, identify available alternatives, identify impacts and prepare the plan reflecting the recommended methods (3/87).

o Review the plans with project and corporate staff and the Construction Committee (5/87).

15.0 ORGANIZATION 15.1 Objectives o Streamline the project organization to simplify its structure and to focus more directly on principal responsibilities of extended preservation, o Consider integration of Owner and AE/CM functions except for that of the Construction Engineer which will continue to be perfomed by the AE/CM.

15.2 Plans o The project organization is to be realigned to the following functional elements; Physical Assets Prese rvation, Design Assets Preservation and Licensing Assurance , Project Support, and Construction Engineer. The resulting organizations will receive direction from the Program Directgr who reports to the Director of Projects. To preserve their technical indepen dence, Project Quality Assurance and Readiness Rev'few functions will continue to report to the Program Director for administrative liaison only (10/87).

o The design preservation and construction activities are considered transition activities and may be considered as separate elements until steady state (6/88).

o The Supply System organizational elements described above require limited support and management from the corporate office and are " site dominant."

This will be continued until the majority of transition activities are complete in a routine perfomance mode. At that time, consideration will be given to an -alternate organization with further streamlining of the structure (FY88).

I 16.0 MANAGEMENT IMPLEMENTATION The management of the construction delay activities is the responsibility of the Project Program Director. Through the organizational structure the responsibilities are delegated to'each departmental / functional manager. These managers are required to accomplish the objectives and plans for their areas of responsibility on the defined schedule and within the budget. Periodic reports will be required to assess management activity and status, l
