- O MANAGEMENT STATEMENT The Management Plans for the Extended Construction Delay of WNP-1 and WNP-3 have been' prepared to provide visibility of those actions which must be taken ,
and those issues that must be resolved in order to transition the projects into a steady state preservation mode. These plans provide the framework necessary to preserve the project's assets while protecting their future viability and ifcensability at minimum cost. These plans have been prepared to include all known requirements. In addition to my approval, all users of these plans are directed to continue to seek to reduce requirements which are i not necessary and to reduce the costs of perfoming those activities which are neces sary. These plans will be revised, as necessary, to reflect changes in V the Supply System's planning asstaptions which may resul t from the better definition of regional power picture, changes to regulatory requirements or the cevelopment of more cost effective preservation strategies.

1.0 INTRODUCTION
This Management Plan is a description of the guidelines to be followed in executing the extended construction delay at WNP-1. The Supply System will use this plan as the basis for management direction during the delay period.
This portion of the plan is intended to provide executive level infonnation, management principles 'and the key aspects of the construction del ay. The implementation scope and timing of the defined plans are contingent upon the project's annual funding level and may require periodic reappraisal.
Previous revisions of this plan were consistent with requirements at the' time of implementation. Subsequent direction adjusting the scope and duration of the delay necessitated the revision of this plan.
2.0 GUIDELINES BPA's Draft 1986 Resource Strategy and the Northwest Power Planning Council's Draft 1986 Power Plan, while categorizing the Supply System Projects as secured options with no fixed comercial operation dates, significantly extended the duration of the construction delay.
A subsequent letter from BPA dated Nov. 13, 1985, established a nominal restart date of 1994 In recognition of this uncertainty and to assire the cost effectiveness of the Supply System's Projects, the Executive Board, at their March 12-14, 1986 workshop meeting, provided the following guidelines:

f o A minimum preservation level is to be achieved by the end of FY1988. This level will implement the minimum asset preservation requirements and include-an element to provide licensing assurance.
o Design progress activities (earned-value engineering), are to be discon-tinued and replaced with a Design Asset Preservation Program for packaging and preservation of the design for a long-term delay.
Funding and staffing for implementing this plan is established in each fiscal year budget and is not repeated in this plan. However, the guideline for funding is to eliminate unnecessary activities, minimize budget for necessary activities, and perform associated activities continually driving to reduced costs.
This revision provides for the incorporation of these guidelines into the Management Plan For Extended Delay.
3.0 OBJECTIVES / PLANS o Operate and maintain the systems, services and facilities required to pre-serve and protect the plant and support the preservation activities.
o Review current preservation activities and take action to attain optimum long-term preservation.
o Consolidate and streamline of project documentation and records functions. l o Maintain the project documentation, records and data in compliance with corporate-approved records plans.
o Maintain the Licenses and Pennits.
o Maintain compliance with Project Agreements and Bond Resolutions.

f o Transition from an Engineering Completion Program to a Design Asset Preservation Program, o Simplify project organization structure to focus more directly on prin-ciple responsibilities of extended preservation. i o Preserve ASME code capability.
o Assure that the ongoing programs are implemented in accordance with estab-lished procedures in compliance with regulatory requirements.
o Complete contract closecut on the selected prepurchase and construction contracts by the earliest practical date in FY1987.

1.0 INTRODUCTION
This portion of the plan is intended to describe, at the management level, those functions which will be perfomed during the construction delay. . This Level II portion, together with Level I, constitutes management's guidelines.
2.0 KEY ASSUMPTIONS Action Memorandum 213 and subsequent Executive Board direction provided for adjustments to the previous guidelines and asstaptions. The current assmp-tions are as follows:
o Restart continues to be deferred. Efforts to maintain capability of early restart 'are eliminated. For planning purposes, a nominal restart date of 3 O, January 1,1994 is assumed, however, BPA has suggested an advance notice of 3 years prior to restart may be given allowing limited earned value wo rk .
o The transition to a. steady state preservation program may require the transfer of certain construction functions from the project contractors to
- the Supply System for custodial maintenance. The Supply System will not establish any precedence which would preclude the transfer of those con-struction functions back to the project contractors.
o Maintain a steady state preservation program until restart of construction.
o Maintain property in such a manner as to achieve a cost-effective balance
- between insurance cost and other costs of protection including maintenance and security.

o Maintenance of licenses and pemits during the delay period.
o The Supply System will retain, on a continuous basis, a Construction Engineer on WHP-1. The Construction Engineer will perfom delay period activities necessary to discharge its responsibilities under Bond Resolution 769.
o Continue to closecut construction and prepurchased contracts not required for maintenance and preservation activities.
I o Maintain certain contracts required for maintenance and preservation.
Additionally, extend current major contracts in no-cost suspension, where available.
o Continue to review current preservation alternatives to attain optimum long-tem preservation, q o Discontinue and demobilize existing technical program and complete the
/ Design Asset Preservation. Redirect available technical resources to preserving design assets, supporting contract closecut, and to a more effective, less costly long-tem preservation.
o A limited technical effort to provide assurance of licensability - of the completed plant will be maintained. Funding for a sustained effort of
$1.5 million per year will be considered.
3.0 PHYSICAL ASSET PRESERVATION 3.1 Objectives o Operate and maintain the systems, services and facilities required to preserve and protect the Plant and support the preservation activities.

F o Maintain the structures, systems, components and materials to satisfy regulatory, code and comercial requirements.
o Finalize the activities required for attaining minimum steady state preservation, o Review current preservation activities and take action to attain optimum long-tem preservation.
3.2 Plans o Implement the Physical Asset Preservation Program consistent with the requirements of WMC-056 (ongoing).
o Maintain compliance with American Nuclear Insurers' Pre-Operational Inspection Service Engineering Program requirements (ongoing).
o Complete the required scheduled preventative maintenance and corrective 7
maintenance tasks (ongoing).
o Operate and maintain the site facilities / services required .to support preservation activities and project completion (ongoing).
o Maintain the WNP-1/4 comonly-owned facilities which are needed for preservation, completion .and/or operation of WNP-1. Until resolution of l ongoing litigation and/or pending ownership transfer actions maintenance /
operation activities will be funded.by WNP-1 (ongoing).
I o Transfer the Construction Manager Automatic Data Processing (ADP) Data j Files with appropriate documentation to the Supply System for custodial holding (8/86). ,

o The Project organization is to be realigned to efficiently perfonn the following functional elements; Physical Assets Preservation, Design Assets Preservation and Licensing Assurance, Project Support, and Construction Engineer. The resulting organizations will receive direction from the Program Director who reports to the Director of Projects. To preserve their technical independence, Project Quality Assurance and Readiness Review functions will continue to report to the Program Directors for adninistrative liaison only (10/87).

16.0 MANAGEMENT IMPLEMENTATION The management of the construction delay activities is the responsibility of the Project Program Director. Through the organizational structure the responsibilities are~ delegated to each departmental / functional manager. These managers are required to accomplish the objectives and plans for their areas of responsibility on the defined schedule and within the budget. Periodic reports will be required to assess manager's activity status.
