Dear Senator Thurmond,

1 have a problem with which I hope you could assist me.

I am currently an Auxillary Operator with the South Carolina Electric and Ces Company (SCE&G) at tha

.V.C.

Summer Nuclear Station. Last November, after satisfactorily completing the required training courses for the second time. I had the opportunity to take the Operator Licensing exam. Having successfully completed the oral and simulator I

portions of the examination I was informed in January that I had failed the written portion of the exam. After reviewing the test with our training depart-ment. it was determined that 4 questions on the last section of the test were considered non-testable material.

Therefore, we proceded to appeal the results of the exam. The appeal was denied.

We are currently awaiting a decisien on a second appeal in effort to remove the 4 questions which stand between me and a. license. The reason I as writing for your help is because I feel I have been caught in the middle of a dispute between the Nuclear Regulatory Cornision (NRC) ar.d SCE6C.

As far as I can tell, the dispute was over plant procedures which the NRC had previously approved and what SCE6C considered testable asterial. Once in

agreement, the NRC appears to have changed it's mind on what it considers testable l

material. All the operat' ora concerned found out about this change during the examination. As a result of these 4 questions, SCE&G is currently altering their I

procedures to conform to the existing requirements of the NRC. However, after the NRC and SCE6C have resolved the problems concerning this issue, I am laft out in the cold.

I en extremely dissatisfied with the fosition I have been~'

placed.

I have worked too hard to achieve this goal just to see it evaporate because of politics between the NRC and SCE6G.

Enclosed is a copy of my appeal's letter which should be at the NRC's head-l l

quarters in Bethesda.

Your help in this situation in any way at all, will be greatly appreciated. My career is at a virtual standstill until this matter is resolved.

Dear Mr. Julian,

Recently I received a letter dated April 4, 1986 denying me a hearing regarding my f ailure of the written portion of the Reactor Operator License examination administered at V.C. Summer on November 19, 1985.

After another review of my graded examination, I believe questions 4.19 4.23 should not have been included on the exam based upon the following:

1.

These questions relate to the Immediate Corrective Actions of System Operating Procedure Off-Normal Operations.

2.

Based on the answer key, a correct respor.se requires listing from memory all or part of these immediate corrective 4

actions.

The V.C. Summer Nuclear Station Conduct of Operations 3

Procedure, SAP-200, specifically requires the presence of a procedure during the performance of System Operating Procedure Off-Normal Operations and does not require memorization of said steps (see attached).

4 SAP-200 states only Immediate Operator Actions of Emergency Operating Procedures are to be committed to memory

5 For an operator to commit to memory the Immediate Corrective t

Actions of Off-Normal Operations in System Operating Procedures would require the memorization of 583 steps contained in 207 off-normal events addressed in these procedures.

Such a task has never been required of Summer Station Operators and is impractical and probably impossible to accomplish.

Regarding the above, I have prepared a score summary (attached) indicating my request that these five questions be deleted from my written examination.

Such action would reveal my knowledge in the procedures section as 74 9%, making my overall score l

82 35%.
