Dear Mr. Julian,

Recently I receiv.ed a' letter' dated April 4,-1986 denying me a -

hearing regarding my -f ailure of 'the written' portion of the Reactor Operator License examination administered at V.C. Summer on November 19, 1985 After another review of my graded examination, I believe questions 4.19 - 4.23 should not have been included on the exam based upon the following: .

1.

These questions relate to the Immediate Corrective Actions of System Operating Procedure Off-Normal Operations.

2. Based on the answer key, a correct response requires listing from memory all or part of these immediate corrective actions.

3 'The V.C. Summer Nuclear Station Conduct of Operations Procedure, SAP-200, specifically requires the presence of a procedure during the performance of System Operating Procedure Off-Normal Operations and does not require memorization of said steps (see attached).

4. SAP-200 states only Immediate Operator Actions of Emergency Operating Procedures are to be committed to memory

( at tach ed ) .

5. For~ an operaton to commit to memory the Immediate Corrective Actions of Off-Normal Operations in System Operating Procedures would require the memorization of 583 steps contained in 207 off-normal events addressed in these procedures. Such a task has never been required of Summer Station Operators and is impractical and probably impossible to accomplish. -

Regarding the above, I have prepared a score summary (attached) indicating my request that these five questions be deleted from my written examination. Such action would reveal my knowledge in the procedures section as 74 9%, making my overall score 82 35%.
