SUBJECT:

POINT BEACH NUCLEAR PLANT UNITS 1 AND 2 INSTRUMENTATION TO DETECT INADEQUATE CORE COOLING The staff has reviewed your letters dated March 5 and 29,- 1985 and January 19, 1987 which provide details regarding the implementation of requirements to install a system of instrumentation for the detection of inadequate core cooling in accordance with TMI Action Plan Item II.F.2.

These submittals were in response to the staff's request for additional infonnation dated December 27, 1984 regarding this subject.

You indicate that the required equipments have been installed, for Point Beach Units 1 and 2, that its configuration conforms to previously staff approved designs, that the required Emergency Operating Procedures and Technical Specifications are in place for the system and that in-place calibration has been completed. You also state that the calibration results are satisfactory with the exception of readout meters located on the Auxiliary Safety Indication Panels which you indicate will be replaced as part of the control room design review upgrade.

The staff does not consider these meters an integral part of the system since other primary and backup readouts are provided.

Further, the resident inspector has indicated that he will track the installation and calibration of the new meters. Therefore, the staff considers that a followup verification inspection by the staff at the Point Beach site will not be necessary. The staff also considers the implementation of TMI Action Plan Item II.F.2 to be completed.
