NRC SECURITY INSPECTION REPORT NO. 50-341/97012(DRS)

Dear Mr. Gipson:

On August 6,1997, the NRC completed an inspection of the Vehicle Barrier System (VBS) at

. your Enrico Fermi,. Unit 2 facility. The enclosed report presents the results of that 'nspection.

Areas examined within your security prograrn are identified in the report. Within these areas,

the inspection consisted of a selective examination of procedures and representative records,

observations of actMiles, and interviews with staff. The objective of the inspection effo1 was to

determine whether activities authorized by the license were conducted safely and in

accordance with NRC requirements.

Based on the results of this inspection, no violations of NRC requirements were identified.

Other findings, not involving violations, were identified and are provided for your information

and review. An unresolved item was noted pertaining to the adequacy of compensatory

measures for failed tamper alarms on the VBS active gates. We have forwarded this issue to

our headquarters office for review. No further actions are required of your staff until this issue

is resolved. Additiona;ly, some weaknesses with the VBS related procedures were identified.

- The procedure deficiencies are primarily administrative in nature and did not decrease the

effectiveness of the VBS, Our inspection has concluded that the VBS meets NRC

requirements.
