J. F. Stolz, Director PWR Projects Directorate No. 6 U.S. Nuclear Regulatory Commission Washington, DC 20555
Dear Mr. Stolz:
Three Mile Island Nuclear Station Unit 1 (TMI-1)
Operating License No. DPR-50 Docket No. 50-289 Safety Parameter Display System Isolation Device Test Procedure and Test Results In Reference 1, GPU Nuclear Corporation (GPUN) addressed each of the concerns raised by NRC in their Safety Evaluation Report for the Three Mile Island Unit 1 Safety Parameter Display System (Reference 2).
GPUN included discussion of test criteria for isolation devices, and identified that the test procedure and test results for the Rochester Instrument Model SC-1302, which is used to buffer RC pump power from the computer, would be forwarded to NRC upon our l
receipt from the manufacturer.
I The NRC had requested in t'e Safety Evaluation Report that GPUN provide a test i
procedure and test results u verify that the maximum credible fault was applied to the output of the Model SC-1302 in the transverse mode (between signal and return) and that no perturbations were seen on the Class 1E input.
Rochester Instrument Systems (RIS) has completed retesting of the Model SC-1302-323. This testing was performed specifically because of NRC interest in isolation capability relative to a high voltage applied transversely across the output terminals of the device.
The final RIS test report has not been released; however, GPUN has obtained from RIS the test procedure and test resul ts. We have a&ised RIS of our intent to release these documents.
Excerpts from these documents showing the test procedure and configuration, and the results of the output fault testing, are attached.
An RIS SCl302-323 unit was tested with 600 VAC applied to the output side (versus the GPUN requirements for 120 VAC).
No change was observed on the input side.
