- 1. PURPOSE p
Q 1.1 Objective 4
The objective of this procedure is to provide instructions for grounding medium-voltage General Electric switchgear.
4 1.2 Discussion This procedure provides instructions for grounding switchgear using a
. Ground and Test Device and workman's groucds. The Ground and Test Device is referred to as GTD throughout this procedure and is applicable to GE Magne-Blast switchgear only.
1.3 Applicability This procedure applies to General Electric medium-voltage switchgear only.
- 2. PREREOUISITES 2.1 General O
V NOTE The installation of blocking devices ( 3adlock, tie-wrap, etc.), as necessary, is performed as part of the Work Orc er or Clearance Sheet for the grounding device installation.
2.1.1 Operations Department has established a tagging boundary for installing grounding device.
2.1.2 Job Leader has verified that equipment isolation and tagging at work site represent safe working conditions.
2.1.3 AWO or Clearance Sheet clearly states which side of cubicle (line or bus) is to be grounded.

- 2.4 Responsibilities t
- y' 2.4.1 Operations Department is responsible for deenergizing voltage sources and for installing and removing tagging clearance.
2.5 Definitions 2.5.1 GTD - Ground and Test Device
- 3. PRECAUTIONS 3.1 Observe two-electrician work rule (one observer, one worker) when grounding switchgear.
3.2 Prior to performing any grounding on any switchgear cubicle, breaker must be removed from cubicle.
NOTE i
A material accountability log is not required for opening switchgear cubicle door on breaker side or removal of rear cable compartment cover that encloses area where workman's grounds are placed.

3.3 Use material accountability log for work performed on switchgear that requires covers to be removed that would expose internal bus work.
3.4 A physical boundary shall be maintained around switchgear while covers are removed or grounding is in progress.
3.5 Some sections of a switchgear may remain energized, depending on plant conditions. Low-voltage circuits such as space heaters and control circuits may also be energized. A thorough understanding of tagging for each switchgear cubicle is required prior to start of grounding.
3.6 Tagging Clearance must be implemented prior to grounding.
3.7 Switching coat, high-voltage gloves, face shield, hard hat, and safety glasses must be worn whenever attaching or detaching grounds on potential voltage sources.
3.8 GTD used for grounding Magne-Blast switchgear must have properly identified bushings marked " BUS" or "LINE," and these must agree with the description in the AWO or Clearance Sheet as applicable. For Magne-Blast switchgear, the " BUS" side corresponds to the front n
bushings and the "LINE" side corresponds to the rear bushings.

4.1 Installation of GTD (Magne-Blast Only)

'Ib prevent potential mishaps due to installation of the wrong GTD, only one GTD shall be in the proximity of the cubicle during this grounding activity.
NOTE 1.
This section cannot be performed if blocking device (padlock, tie-wrap, etc.) is installed on the elevator mechanism, thereby preventing GTD elevation.
- 2. illustrates a GTD.
l 4.1.1 ENSURE only one GTD is in proximity of cubicle to be grounded.
4.1.2 ENSURE breaker is removed from cubicle.
4.1.3 ENSURE elevator motor fuse holder and control power fuse holder are set to "OFE" 4.1.4 ENSURE safety tag is hung in or on cubicle.
4.1.5 Refer To AWO or Clearance Sheet as applicable, and dual

Visually INSPECT GTD bushing ball grease type matches grease installed in cubicle, g.
Visually INSPECT GTD bushing ball ends for damage or scratches.

4.1.11 INSERT GTD into cubicle.
4.1.12 MOUNT clevator motor in mounting bracket and APPLY latch.
4.1.13 PLUG elevator motor into receptacle on elevator mechanism.
I 4.1.14 REMOVE elevator motor fuse holder and INSTALL back into fuse block in the "ON" position.
I 4.1.15 MOVE a minimum of two cubicles away, and CLOSE cubicle door as far as possible.
CAUTION
% prevent damage to equipment, the GTD must not be overdriven into the stop pins and stop bolts. The GTD is lighter than a circuit breaker, and the elevators will attempt to raise it higher than normal, possibly forcing it to hit the stop pins or stop bolts.

- 1) RACK DOWN GTD.
- 2) CLOSE door.
- 3) NOTIFY FLS.
4.1.18 MOVE a minimum of two cubicles away, and CLOSE cubicle door as far as possible.
4.1.19 RACK DOWN GTD.
4.1.20 RELEASE elevator motor latch.
4;1.21 REMOVE GTD from cubicle.

4.1.23 CONNECT GTD ground cables between bushing terminal points and G1D ground shoe connector.
4.1.24 - DON high-voltage gloves with keepers.

NOTE Line or bus is now grounded.

4.1.35 CLOSE cubicle door.
