CATAWBA NUCLEAR STATION, UNIT 1 - EVALUATION OF THE SECOND 10-YEAR INTERVAL INSPECTION PROGRAM PLAN, REQUEST FOR RELIEF 96-04 (TAC NO M97465)
Dear Mr. Peterson:
The staff, with technical assistance from its contractor, the Idaho National Engineering and Envhonmental Laboratory (INEEL), has reviewed and evaluated the Information provided by your letter dated December 12,1996, related to the Second 10-Year Interval Inservice inspection Program Plan Request for Relief 96-04 for Catawba Nuclear Station, Unit 1.
Additionalinformation was provided by your letter dated May 5,1997. The staff's evaluation and conclusions are contained in the enclosed Safety Evaluation, with INEEL's Technical j
Letter Report attached.
The staff concludes that the Code coverage requirements are impractical for the subject Safety injection System welds at Catawba Nuclear Station, Unit 1, and that reasonable assurance of the structural integrity has been provided by the examinations that were completed. Therefore, relief is granted pursuant to 10 CFR 50.55a(g)(6)(i). The granting of this relief will not endanger life, property, or the common defense and security, a' d is otherwise in the public interest, giving due consideration to the burden upon the licensee that could result if the reautrements were imposed on the facility.
