CRYSTAL RIVER UNIT 3 - COMPLETION OF LICENSING ACTION FOR GENERIC LETTER 96 01. " TESTING OF SAFETY-RELATED LOGIC CIRCUITS." DATED JANUARY 10. 1996 (TAC N0. M94668)
Dear Mr. Anderson:
On January 10. 1996, the U.S. Nuclear Regulatory Commission (NRC) issued Generic Letter (GL) 96-01. " Testing of Safety-Related Logic Circuits." to all holders of operating licenses or construction permits. The NRC issued GL 96-01 for three principal reasons:

Notify addressees about problems with testing of safety-related logic circuits:

Request that all addressees implement the actions described within the generic letter; and 3.
Require that all addressees submit to the NRC a written response g\\
0 regarding implementation of the requested actions.
In GL 96-01, the NRC staff specifically requested that licensees take the-following actions:
g 1.
Compare electrical schematics anc logic diagrams for the reactor protection system, emergency diesel generator load shedding and sequencing, and actuation logic for the engineered safety feature systems against plant surveillance test 3rocedures to ensure that all the logic circuitry, including t1e parallel logic, interlocks, portions of
- bypasses, and inhibit circuits are adequately covered in the surveillance procedures to fulfill the technical specification requirements. This review should also include relay contacts. control switches, and other relevant electrical components within these systems utilized in the logic circuits performing a safety function; and c
- 2.
Modify the surveillance procedures as necessary for complete testing to comply with the technical specifications. Additionally. the licensee may request an amendment to the technical specifications if relief from certain testing requirements can be justified.

Furthermore, the NRC staff required that addressees prepare and submit the following:

A written response indicating whether or not the licensee would implement the' actions requested above or propose an alternative action:

A schedule for completing the requested actions or proposed alternative:

A response ~ confirming completion of the requested actions.
By. letter dated September 5.1997. you confirmed completion of the requested
- actions of GL_96-01 and provided a list of systems and surveillance
- requirements which have been-verified by you.' You identified and reported testing deficiencies in Licensee Event Reports (LERs) 96-011-00.
96-025-00, and 97-003, revisions 01. 02, 03, 04 and 05.
In LER 97-003-05. you committed to specific actions to prevent recurrence of the cause of the testing deficiencies including revision of training programs, revision:of engineering and procedure development procedures. and training. You also committed to perform testing with the modified procedures to ensure that surveillance requirements are met for system operability at appropriate times during the startup from the current outage, f
These submittals provided both the information recuested and the responses required by GL 96-01 and.therefore. our effort uncer the technical assignment-control (TAC) No. M96448 is completed and the TAC is closed.
