APPENDIX A NOTICE OF VIOLATION Philadelphia Electric Company Docket No. 50-353 Limerick Unit 2 License No. CPPR-107 As a result of the inspection conducted on August 4, 1986 to September 28, 1986 and in accordance with 10 CFR 2, Appendix C (Enforcement Policy 1986),
the following violations were identified.
A.
10 CFR 50, Appendix 8, Criterion X, and the Limerick Preliminary Safety Analysis Report, Appendix 0.4.6, require that inspections be performed to verify the conformarce of installed components with applicable engineering criteria.
Contrary to the above, as of August 6,1986 safety related pipe support l
HBB-220-H16 was installed and as-built accepted in a configuration that did not conform with the applicable engineering criteria.
This is a Severity Level V Violation (Supplement II).
Based upon the licensee corrective actions discussed in section 4c of this report, Violation A is considered to be resolved and no response is necessary.

10 CFR 50, Appendix B, Criterion XIIII, and the Limerick Preliminary Safety Analysis Report Appendix 0.4.9, require that equipment be stored in accordance with vendor instructions. Woodward Governor instruction EG-B10C specifies that the governor is to be filled with lubricating oil while in storage.
Contrary to the above, as of September 17, 1986, the Bechtel Maintenance Log did not specify the requirement to fill the diesel generator governors and the governors were found empty of lubricating oil.
This is a Severity Level IV Violation (Supplement II).
Pursuant to the provision of 10 CFR 2.201, Philadelphia Electric Company is hereby required to submit to this office within 30 days of the date of the letter transmitting this Notice, a written statement of explanation in reply to Violation B to include:
(1) the corrective steps which have been taken and the results achieved; (2) the corrective steps which will be taken to avoid further violations; and (3) the date when full compliance will be achieved.
Where good cause is shown, consideration will be given to extending time.
