By [[letter::NOC-AE-000391, Requests NRC Authorization to Use Alternative to Requirements of 10CFR50.55a(f)(4)(ii).STP Previously Requested Approval to Incorporate risk-informed Criteria in ISI & IST Programs.Relief Request RR-17 Encl|letter dated February 1,1999]], STP Nuclear Operating Company (STPNOC) requested the Nuclear Regulatory Commission (NRC) to authorize an attemative to the regulations pursuant to 10 CFR 50.55a(a)(3)(l) that would revise the start of its second 120-month inservice test f
(IST) interval for the South Texas Project, Units 1 and 2 such that the next interval for both units I
would begin no later than December 1,2001. The current 120-month interval for the South Texas Project would end on September 25,2000, and October 19,2001, for Units 1 and 2, respectively, as allowed by the ASME Boiler and Pressure Vessel Code (ASME Code),
'A Section XI. STPNOC also requested in its letter to use the requirements of the 1989 Edition of g)p,
the ASME Code,,Qt.ction XI to develop its second 120-month interval IST program. The NRC i
staff has reviews M reque. Aas discussed in the enclosed Safety Evaluation.
The NRC staff concluded that STPNOC's proposal to delay start of the second IST interval for Units 1 and 2 to no later than December 1,2001, is authorized pursuant to 10 CFR 50.55a(a)(3)(i) because the proposed alternative would provide an acceptable level of quality and safety. In addition, the staff concluded that STPNOC's proposal to use the 1989 ASME Code,Section XI for its second interva: iST program is authorized pursuant to 10 CFR 50.55a(a)(3)(l) as the proposal would also provide an acceptable level of quality and safety.
