L,icensing Section 1/ Licensing Branch Division of Fuel Cycle Safety and Safeguards, NMSS U.S. Nuclear Regulatory Commission Washington, DC 20555

Subject:

Docket No.70-734; SNM-696; Request to Delete General Atomics' Building 42 (QA/ Calibration Lab) from NRC License SNM-696

Dear Mr. Gaskin:

As you are aware, General Atomics' (GA's) special nuclear material license (SNM-696) has been amended to authorize possession only, while its State of California broad scope radioactive materials license (Number 0145-37) has not. This is consistent with GA's current site wide decom-missioning effort and future intent to request termination ofits SNM license. Therefore, it is important that GA's NRC license be revised to reflect the fact that certain portions ofits site and/or facilities have been, are being, and will continue to be, used in conducting activities under the sole jurisdiction of the State of California. That is, certain portions of GA's site and facilities need to be' deleted from its SNM license as " authorized places of use" while remaining as such under its State of California radioactive materials license.

One such building is GA's Building No. 42, known as the "QA/ Calibration Lab." This building has a reverse "L" shape and its longest side is about 50 fl in length. The total area of the 2

building footprint is about 1790 ft.. Building 42 is located on GA's Sorrento Valley Site (See attached Figure 1) and is to the south of Building 37 and to the west of Building 41 (See attached Figure 2).

Building 42 has no history of use of NRC licensed material. The building had been constructed for the purpose of housing equipment for the purpose of conducting radiography.

Following the cessation of radiography work in the building, GA moved its calibration laboratory into the building. The building currently continues to house GA's "QA/ Calibration Laboratory" and associated offices. The calibration laboratory uses materials licensed by the State of California in the calibration of various radiation detection equipment and systems.

GA hereby requests that its Building 42 be deleted from its special nuclear material license, SNM-696. The activities performed in Building 42 involving the use of radioactive materials and/or f

radiation producing machines have always been, and will continue to be, under thejurisdiction of GA's State of California broad scope radioactive materials license Number 0145-37.
