l Gentlemen:
As requested at the inspection exit meeting held September 25, 1997, for NRC Inspection 50 445/97 19: 50 446/97 19, this letter confirms TU Electric's commitments to corrective action as a result of the NRC's review and inspection of the CPSES Emergency Plan, Revision 25 submittal (Reference above). TV Electric commits to the following corrective actions:
1.
The CPSES Emergency Plan, Revision 25, will be revised to address the concerns identified during inspection 50 445/97 19:50 446/97 19. The scope of this plan revision will include: revision of plan Section 1 to provide a complete description and responsibilities of the CPSES Emergency Response Organization (ERO) per requirements of 10 CFR Part 50, Appendix E IV.A: revision of plan Table 1.1 " Staffing Requirements
-for Emergencies" to be consistent with the CPSES licensing-basis and guidance criteria of Table B 1 of NUREG 0654/ FEMA REP 1, Revision 1:
revision of plan Section 1 to identify the protective action decision authority for the Ingestion Exposure Pathway Zone per requirements of 10 CFR 50 Appendix E.IV,A: and revision of plan Section 13 to provide a description of the emergency preparedness training program per requirements of 10'CFR Part 50, Appendix E.IV F. Additionally, this
/g plan revision will address other specific items that NRC inspectors identified for clarification, correction or to provide additional detail in the CPSES Emergency Plan.
This plan revision will be approved and made effective by October 15, 1997.

In the interim period prior to making the revised plan effective, TU Electric will implement actions with respect to Table 1.1 of the CPSES Emergency Plan, Revision 25, to provide emergency response augmentation staffing levels commensurate with those levels committed to in Table 1.1 of CPSE; Emergency Plan, Revision 24.
In addition to the resources provided by Table 1,1 of Revision 25, actions will be initiated immediately to provide for the following augmentation capabilities:
o Have an engineer on shift or arrive within 40 mir.utes of an Alert or higher emergency classification to assist the Shift Technical Advisor (STA) o Have a dose assessment qualiiied individual arrive within 40 minutes of an Alert or higher emergency classification o
Have four Radiation Protection (RP) technicians arrive within 40 minutes of an Alert or higher emergency classification Have an additional five RP technicians arrive within 70 minutes o
of an Alert or higher classification o
Have an additional dose assessment qualified individual arrive within 70 minutes of an Alert or higher classification The above actions can be implemented without affecting any of the existing plant procedures. TU Electric will continue to follow existing approved procedures and the current ERO roster for implementing the CPSES Emergency Plan.
3.
TV Electric will conduct an independent review of the CPSES

Eniergency-Plan for compliance with the regulations and TV Electric's committaents.
It is currently estimated that this review will be completed by February 1. 1998, 4.
TV Electric will review the CPSES program and available guidance for making changes to the CPSES Emergency Plan under the provisions of 10 CFR 50.54(q).
It ;s currently estimated that this review will be completed by February 1,1998, and improvements will be incorporated into the CPSES program.
