APPLICATION FOR AMENDMENT TO OPERATING LICENSE Pursuant to Section 50.90 of the regulations of the Nuclear Regulatory Commission, the New York Power Authority, as holder of Facility Operating License No. DPR-59, hereby applies for an Amendment to the Technical Specifications contained in Appendix A of this license.

The proposed changes to the James A. FitzPatrick Technical Specifications are proposed in order to achieve conformance with the acceptance criteria of NUREG-0737, Generic Letter 83-02, and Generic Letter 83-36, and guidelines provided in discussions with the NRC Staff.

The proposed changes to the Technical Specifications are presented in Attachment I to the Application. The Safety Evaluation is included as Attachment II.
