APPLICATION FOR WITHHOLDING INFORMATION FP0M PUBLIC DISCLOSURE By letter dated September 17, 1986, you submf tted a document entitled
" Arkansas Nuclear One-Unit 1 Inadequate Core Cooling Monitoring System Final Design Description." You have requested that this document be withheld from public disclosure pursuant to 10 CFR 2.790. The withholding request is supported by affidavit signed by Mr. T. Gene Campbell of Arkansas Power and Light (AP&L) dated September 17, 1986. A non-proprietary version of this document was submitted by letter dated September 17, 1986.
You maintain that this document cc'itains information of the type customarily held in confidence by AP&L and that such information is not available in open literature. You also believe that disclosure of this information could cause harm to your competitive position since similar systems may be purchased by other utilities seeking to modify their inadequate core cooling (ICC) program.
We have reviewed the application and related material based on the requirements and criteria of 10 CFR 2.790 and have determined that the above document contains proprietary comercial information.
We have determined that the above document, marked as proprietary, should be withheld from public disclosure pursuant to 10 CFR 2.790(b)(5) and Section 103(b) of the Atomic Energy Act of 1954, as amended.
We, therefore, approve the request for withholding pursuant to Section 2.790 of 10 CFR Part 2 and are withholding from public inspection the above mentioned document.
Withholding from public inspection shall not affect the right, if any, of persons properly and directly concerned to inspect the documents.
If the need arises, we may send copies of this information to our consultants working in this area. We will, of course, assure that the consultants have signed the appropriate agreements for handling proprietary data.

If the basis for withholding this information from public inspection should change in the future such that the information could then be made available for public inspection, you should promptly notify the NRC. You should also understand that the NRC may have cause to review this determination in the future, such as, if the scope of a Freedcm of Information Act request includes your information.
In all review situations, if the NRC makes a determination adverse to the above, you will be notified in advance of any public disclosure.
