NUCLEAR REGULATORY COMMISSION ORGANIZATION CH ART THE COMMISSION The Commiss ion is responsible for licens ing and regulating nuclear f acilities and materials and for conducting researth in support of the licensing and regulatory process, as mandated by the Atomic Energy Ac t of 1954, as amended, the Energy Reorgan-iration Act of 19/4, as amended, and the Nuc lear Mm@rolif era-t ion Ac t of 1978; and in accordance with the National Inviron-mental Policy Ac t of 1%9, as amended, and other og$licable statutes.

These responsibilities inc lude protec t ing public health and safety, protec ting the environment, protecting and safeguarding materials and plants in the interest of national sec ur i t y; and anuring conferinity with antitrust laws.

Agency f unc t ions are performed through; standards setting and rule-making; technical reviews and studies; conduct of ps&lic hear-ings; issuance of authorizations, permits and licenses; inspet -

tion, investigation and enf orcement ; evaluation of operating e sper i enc e, and confirmatory research.

The Commission is com-posed of five members, appointed by the President and confirmed by the Senate, one of whom is designated by the President as Chairman.

The Chairman is the principal executive of ficer and the of ficial spokesman of the Commission.

The Chairman, selected f rom the Commission by the President, is the principal execut ive of ficer of and the official spokesman for the NRC, as mandated by the Reorganization Plan E>.

I of 1980.

As principal executive of ficer, the Chairman is respon-sible f or pr -paring policy planning and guidance for Commission consideration, and f or conduct 6ng the administrative, organiza-tional, budgetary and certain personnel f unc t ions of the agency.

He has ultimate authority for all NRC f unctions per-taining to an emergency involving an NRC license. His actions are governed by the general policies of the Commission.
