SAFETY EVALUATION BY THE OFFICE OF NUCLEAR REACTOR REGULATION RELATED TO AMEN 0 MENT NO.102 TO PROVISIONAL OPERATING LICENSE NO. OPR-20 CONSUMERS POWER COMPANY PALISADES PLANT DOCKET NO. 50-255 INTRODUCTION On January 25, 1982, the Consumers Power Company submitted a request for change to the Palisades Technical Specifications.

The proposed changes include a revision to section 4.7.1(d) and an addition to the Basis of Section 4.7 to reflect the manufacturer's true nameplate rating of the emergency diesel generators. The proposed change is evaluated below.

EVALUATION Technical Specification (TS) 4.7.1(d) would be revised such that the rating for the emergency diesel generators would be specified in amperes and volts versus kilowatts.

Specifically, TS 4.7.1(d) would be revised to read,

" continuous rating of 750 amp at 2400 volts".

Specification of the diesel generator's rating in amperes and volts is acceptable, as the rating expressed f

in kilowatts depends upon the power factor of the test load.

Furthermore, the emergency generator limit of 750 amperes at 2400 volts corresponds to the manufacturer's nameplate kilowatt rating of these machines.

Based on this evaluation, the staff finds the proposed changes to TS 4.7.1(d) and section 4.7 of the Bases acceptable.

ENVIRONMENTAL CONSIDERATION This amendment relates to changes in recordkeeping, reporting, or administrative procedures or requirements. Accordingly, this amendment meets the eligibility criteria for categorical exclusion set forth in 10 CFR 51.22(c)(10).

Pursuant to 10 CFR 51.22(b), no environmental impact statement or environmental assessment need be prepared in connection with the issuance of this amendment.

CONCLUSION We have concluded, based on the considerations discussed above, that (1) there is reasonable assurance that the health and safety of the public will not be endangered by operation in the proposed manner, and (2) such activities will be conducted in compliance with the Commission's regulations, and the issuance l

of the amendment will not be inimical to the common defense and security or to the health and safety of the public.
