TESTIMONY OF PAUL G. CHRISTMAN My name is Paul G.

Christman.

I am employed by GPU Nuclear Corporation as Manager, Plant Adminis-tration, TMI Unit 1.

In July 1981, I was employed by Metropolitan Edison Company in the same position I now hold.

I reported in July 1981, and I report now, to Mr. Henry Hukill, who is employed by GPU Nuclear Corporation-as Vice President and Director of TMI Unit 1.

In July 1981, Mr. Hukill asked me to be available to accompany any employee who was scheduled to be interviewed in conjunction with an investigation of alleged cheating on NRC license examinations to be conducted by the Nuclear l

, L Regulatory Commission's Office of Inspection and Enforcement.

I attended an interview of Charles Husted in response to this request.

I do not now recall the date of the interview.

I have, however, reviewed my notes of the interview, which are dis-cussed below, and the NRC's report of the interview, and I am satisfied that it was held on July 29, 1981.

I believe that Mr. Husted probably met me at my office and that we drove together to the site of the interview, which was held in an NRC trailer near the TMI Unit 2 Administration Building.

I have no recollection of discussing the forthcoming interview with Mr. Husted either before or during our drive to the NRC trailer.

I can recall very little about the interview.

I recall making handwritten notes during the interview.

Upon returning from the interview, I promptly pre-l l

pared a narrative report of the interview in my hand-writing, using my notes.

I gave the report to my l

secretary for typing.

I believe I delivered my report, along with my notes of the interview, to Mr. John Wilson.

We have been unable to find my handwritten notes, and so I have not reviewed them in 1

connection with the preparation of this testimony.

I am confident, however, that my report is an accurate report of my perceptions of what was said and done during the interview.

I have no recollection of the use of the words " unconfirmed hearsay" during the Husted interview.

I cannot explain the discrepancy between my report and the NRC staff report of the Husted interview.

But I have no reason to doubt that my report accurately records Mr. Husted's statements.

I have these additional recollections about the interview.

I recall that at two times during the interview, Mr. Husted refused to answer a question.

I recall being surprised at his refusals.

I think the interviewers were also surprised.

I recall that the interview wau not friendly, on either side, and that Mr. Husted seemed tense and apprehensive throughout the interview.

1 I do not remember Mr. Husted's saying during the l

interview that any question was too broad.

I also do l

not recall Mr. Husted's asking the interviewers whether it was permissible for him to decline to answer a question, although he might have done so.

1 I know that one of the issues in this proceeding is:

Did Husted fail to cooperate with NRC investigators?

Insofar as the July 29, 1981 interview was concerned, I cannot conclude that Mr. Husted was fully coopera-tive, because he twice refused to answer questions.

As my report indicates, however, he was for the most part cooperative during the interview.

As I recall, I did not discuss the interview with Mr. Husted after it was over, and I do not recall discussing it with him at any time since.
