ARKANSAS NUCLEAR ONE, UNITS 1 AND 2 - REGULATORY EFFECTIVENESS REVIEW From June 18-26, 1985, the NRC conducted a Regulatory Effectiveness Review (RER) at Arkansas Nuclear One, Units 1 and 2.
The findings of that review are documented in the enclosed portions of the RER report:
Part I, Safeguards Systems Effectiveness Review; Part II, Safety / Safeguards Interface Review; and Part III, Vital Area Definition of the Regulatory Effectiveness Review report. Please note that the enclosed report supersedes the draft copy inadvertently sent to you by Region IV on November 4, 1985.
While a number of strengths were observed in your safeguards program, certa,in safeguards matters were found that warrant further consideration.
Accordingly, it is requested that you provide comments relative to those areas indicated as needing attention in the above documents. To assist in your consideration of findings, the RER report includes some suggestions as to possible corrective measures.
It should not be inferred that these are the only acceptable solutions.
The enclosed portions of the RER report present the findings of the Regulatory Effectiveness Review and do not, in themselves, constitute a requirement for any licensee action. However, some of the findings could constitute potential items of non-compliance.
If such findings have not already been addressed during an inspection by the NRC regional, office, they could be in a future inspection. We reconmend that you review your plan in light of these findings and initiate any corrective action necessary to ensure that any possible items of non-compliance are corrected expeditiously.
Your comments on the RER report will be reviewed to determine the need for any subsequent regulatory actions, including the possible need to initiate any backfit procedures. A response within 30 days of the date of this letter will be appreciated.

The vital area part of the report is provided to keep you informed of the results of the Los Alamos National Laboratory vital area analysis of your plant.
It is not intended to convey any new or changed NRC staff position or backfit.
In fact, NRC policy concerning vital areas is presently undergoing an intensive staff review. Once the NRC adopts a final position regarding the identification of vital equipment, the vital area analyses of all plants, including Arkansas Nuclear One, Units I and 2, will be reevaluated from a licensing perspective.
The reporting and/or recordkeeping requirements contained in this letter affect fewer than ten respondents; therefore, OMB clearance is not required under P.L.96-511.
The enclosures to this letter contain Safeguards Information of a type specified in 10 CFR 73.21 and must be protected against unauthorized disclosure.
