.n4-SUPPORTING STATEMENT FOR A SURVEY OF LICENSEES EMPLOYING SECURITY GUARDS TO PROTECT SPECIAL NUCLEAR MATERIAL Justification Need for the Collections of Information NRC licensees who are subject to 10 CFR Part 73, Appendix B must employ a secur-ity force to protect the special nuclear material in their possession from diversion and sabotage. The capabilities of the security forces, as determined during regulatory effectiveness reviews, vary from licensee to licensee as there are no tactical training requirements specified in the regulations.
In response to this situation the NRC is considering amendments to Appendix B that would provide greater assurance that security force capabilities would be more uniform throughout the nuclear industry and meet the design basis threat in 10 CFR 73.2.
A key feature of the amendments would be a requirement for the tactical training of selected members of a licensee's security force at the Department of Energy's (DOE) Central Training Academy (CTA) at Kirkland Air Force Base in Albuquerque, New Mexico or an equally acceptable training center. However, prior to imposing such a requirement the NRC would like to obtain licensees' views on the content of the CTA courses and their position relative to the expenses likely to be incurred. Additionally, the NRC would like to have licensee input on other i
courses that they may be aware of that would serve as acceptable alternatives to the CTA program. To obtain this information, NRC proposes to forward the Questionnaire in the Enclosure to affected licensees.
Agency Use of Information NRC would use the information submitted in response to the Questionnaire in the formulation of regulations that would fulfill Agency goals while minimizing the impact on licensees to the extent possible.

GUARD TRAINING The NRC is considering amendments to its physical protection regulations for security personnel,10 CFR 73 Appendix 8, to correct weaknesses found in guard force capabilities by NRC's regulatory effectiveness reviews (RER's). The amendments would provide greater assurance that security force capabilities are uniform throughout the nuclear industry and meet the design basis threat stated in 10 CFR 73.2.
Tactical training and the use of realistic tactical exercises would be emphasized in the amendments.
As part of an overall effort to obtain more uniform security force performance, the NRC is reviewing the possibility of training selected members of licensee guard forces at the Department of Energy's (DOE) Central Training Academy (CTA),
Kirkland Air Force Base, Albuquerque, New Mexico or other security training courses run by Universities, Comunity Colleges, Vocatiunal schools, and private security organizations. A review of the curriculum at several training facil-i ities reveals that they offer standardized training in various security disciplines i
such as tactical response, hostage regotiation, crisis management, supervisor and instructor certification, advanced weaponry, and officer survival.
DOE has indicated a willingness to consioer a program whereby NRC licensees would send selected guard furce individuals to attend an advanced tactical l

NRC Power Reactor Licensees response training (ATRT) course on a reimbursable basis. To properly evaluate this proposal and other training available to licensee guard forces, NRC is seeking comments from licensees, with respect to their willingness to pay for training costs. A survey of several training institutes indicates that a five day ATRT course would cost $600 to $800 per person, plus transportation to the training site. A copy of the CTA syllabus is enclosed to illustrate the type of courses that are generally available at most training facilities (Enclo-sure 1).
It is requested that you review the CTA syllabus, in particular the advanced tactical response training outlined in Enclosure 1, consider the costs set forth above, and answer the questionnaire at Enclosure 2.

This course is designed for the onsite training teams in an effort to standardize the quality of the training available at the DOE sites nationwide.
ADVANCED TACTICAL RESPONSE TRAINING II (ATRT II)
