REPORT NOS. 50-327/86-31 AND 50-328/86-31

Thank you for your response of September 17, 1986, to our Notice of Violation

issued on August 12, 1986, concerning activities conducted at your Sequoyah

!

. facility. We have determined that your responses to violations 50-327,328/86-31-02

and 50-327,328/86-31-03 meet the requirements of 10 CFR 2.201 and we will therefore-

examine the implementation of your corrective actions during future inspections.

Regarding violation 50-327, 328/86-31-01, your stated corrective actions include

,

the use of a swing gate to post / barricade the entrance to the high radiation area

!

inside the polar crane wall.

Additionally, you have indicated that even on those

i

occasions where this type of gate may not return to a closed position, it will

',

still fulfill its intended function.

This matter was discussed with Mr. G. Kirk

of your staff on September 26, 1986.

During this discussion, we pointed out that

if such a posted barrier were to be left open, the requirements of Technical

Specification 6.12 would not be met.

Accordingly, it is our understanding that

you will provide a supplemental response to this violation.
