, This is to inform the Board end parties that Hansraj Ashar, whose profes-

! sional qualifications are attached (Attachment 1), will be replacing Frank Rinaldi as the NRC staff witness to testify with Howard Fishman in response to Sierra Club Contentions f(A)3, 4; I(B)2, 8; II(A)1, 2, 3, 4; and II(B)1, and 2. This change has been necessitated by the recent hospitalization of Mr. Rinaldi.

j We have also attached a list of additional references (Attachment 2) that will be relied upon by NRC staff witnesses Donald F. Cleary regarding Sierra Club Contention I(B)7. These references supplement the list provided you in our letter dated December 19, 1986.

Finally, we would like to advise the Board and parties that in developing its l

testimony, the Staff determined that in the context of the testimony otherwise to be offered by the Staff, that the testimony of Robert W. Fell is not neces-sary to address the matters in controversy in this proceeding. I am a Civil-Structural Engineer in the Enginecring Branch of the Division of PWR Licensing-A, U.S. Nuclear Regu-latory Commission. In my present position, I na responsible for the review of the adequacy of Seismic Category I structures.

I hold a Bachelor's Degree in Civil Engineering from the Gujarat University, India, and a Masters Degree in Civil-Structural Engineering from the Univer-sity of Michigan. Prior to joining NRC (then the AEC) in 1974, I had six-teen years of experience (beyond graduate school) in design and construction of bridges, industrial buildings and nuclear power plant struc-tures. During that period I had worked with several companies in the U.S.,

Canada and in W. Germany. I joined the AEC in the Office of Standards Development, later merged with the Office of Nuclear Regulatory Research, and stayed there until August 1986. During that period, I had developed several regulatory guides related to the design, construction and inservice inspection of nuclear power plant structures and managed the research relat-ed to the integrity of containments.

i I am a fellow nember of the American Concrete Institute and the American Society of Civil Engineers. I am a professional engineer in the State of Ohio and in the State of Maryland.
