SUBJECT: SPECIAL TEAM INSPECTION OF NEW EMPLOYEE CONCERN PROGRAM

SEQUOYAH REPORT NOS. 50-327/86-52 AND 50-328/86-52

On September 15-18, 1986, a NRC team conducted a special announced inspection

of activities authorized by NRC Operating License Nos. DPR-77 and DPR-79 for

~

your Sequoyah facility. At the conclusion of the inspection, the findings were

,

discussed with Mr. Eric Sliger and those members of your staff identified in

the enclosed inspection report.

Areas examined during the inspection are identified in the report. The

inspection consisted of selective examination of procedures and representative

records, and interviews with personnel. Within the scope of the inspection, no-

violations or deviations were identified.

The inspection showed that implementation of procedures for the new Employee

.

Concern Program (ECP) was generally adequate; however, potential problems regarding

tracking and resolution of generic concerns and understanding of the confidentiality

~

provided to concerned individuals were identified.

Interviews with Sequoyah~

employees indicate that most employees are aware of the new ECP and would use

it to resolve concerns which could not be resolved through their supervisors.

Additional inspections which focus on the implementation aspects of the new

ECP will be conducted prior to restart of a Sequoyah unit.
