Decontamination and Release of Facility, Ludlow Corporation, Holyoke, MA, Non-Licensee

Dear Mr. Onorato:

This refers to the special safety inspection performed by Mr. C. T. Oberg of this office, and Mr. W. J. Bell of the Commonwealth of Massachusetts, Dcpartment of Public Health, on November 18, 1986, at the Ludlow Corporation facility in Holyoke, MA.

During February 1985, this facility was involved in a major fire that released about 90 millicuries of radioactive polonium 210 (Po 210) contained in two static eliminators. The fire caused the Po 210 to be spread over specific areas and pieces of equipment on and within the facility.

This resulted in significant levels of radioactive surface contamination. Subsequently, Applied Health Physics, Inc., (AHP), Bethel Park, Pennsylvania, (Docket No. 030-10859, License No. 37-14600-01) was contracted by the Ludlow Corporation to remove the Po 210 contamination and dispose of the radioactive waste in accordance with the U.S. NRC and DOT regulations and requirements.

The contractor completed the decontamination and has shipped the contaminated waste to facilities authorized to receive such material for disposal by burial.

On April 3,1986, Mr. R. G. Gallagher, Certified Health Physicist (CHP), Pro-fessional Engineer (PE), and President of AHP Inc. performed radiation surveys at your Holyoke, Massachusetts facility to verify that the previously contam-inated equipment and areas were adequately decontaminated. Accordingly, Mr.

Gallagher certified that the facility met the criteria specified in the U.S.

NRC " Guidelines for Decontamination of Facilities and Equipment Prior to Release for Unrestricted Use or Termination of Licenses for Byproduct, Source, or Special Nuclear Material."

During September 1986, Mr. W. J. Bell, Commonwealth of Massachusetts, Depart-ment of Public Health, contacted the U.S. NRC, Region I, and requested that a confirmatory review and radiation survey be performed by Region I personnel to verify and validate that the facility and remaining equipment were not con-taminated and could be released for unrestricted use.

On November 18, 1986, an NRC Inspector reviewed the radiation surveys and analytical results compiled by Mr. Gallagher, and made independent physical measurements which verified Mr. Gallagher's findings. No detectable Po 210 radiation was identified by the inspector.

Since no existing Po 210 radiological hazard remains at the Ludlow Corporation, Holyoke, Massachusetts site, the facility may be released for unrestricted use.
