% ** February 13, 1987 Docket Nos. 50-416/417 LICENSEE: System Energy Resources, Inc.

FACILITY: Grand Gulf Nuclear Station (GGNS)

SUBJECT:

JANUARY 23, 1987 SITE VISIT

~

The NRC staff tou' red Grand Gulf Nuclear Station. The staff included L. L. Kintner and Juan Unda from NRR, H. C. Dance (Region II) and Ross Butcher and Ward Smith, GGNS resident inspectors. The tour included Unit I control room, Unit I con-tainment airlock, Unit 1 Auxiliary Building, Unit 2 control room, Unit 2 Drywell, Unit 2 Turbine Building and the Unit 2 containment. This report was prepared by J. Unda and L. Kintner.

The Unit 1 control room was viewed from one side but was not entered. The reactor was in operation at 100% power and a problem with safety relief valves (SRVs) occurred at the time of the visit. Six SRVs opened momentarily because of surveillance testing on the low-low setpoint relief logic. Power was reduced to about 90% until the tripped logic could be reset and the cause and corrective action for the problem determined.

The containment air lock was shown to the NRC staff to further the staff's understanding of some changes in Technical Specifications for the drywell air lock requested by SERI. Since the drywell air lock could not be entered during power operation, the containment air lock which has a similar design was examined.

The tour of Unit 1 included a walk in the auxiliary building. The building is kept clean and free of construction material. ,

Unit 2 is under an extended construction delay. It is about 35 percent completed.

The delay will continue for at least three years more before an assessment will be made as to whether it should be completed.

The containment dome is rot yet installed, but the licensee is thinking of installing some kind of temporary covering. Most of the large piping is installed, including the main steam lines and main feedwater lines and the main steam safety relief valves and associated discharge piping.

The licensee described current maintenance activities. The installed equip-ment is cleaned, lubricated, covered, and heated with lamps to reduce humidity level. There is a program in effect for the maintenance of Unit 2 equipment which is sensitive to dirt, moisture, and temperature.

The Unit 2 control room was viewed. A temporary wall separates Unit I control area from Unit 2. This temporary wall has given problems in isolation of the Unit I control area. There has been water in the Unit I control room sub floor coming from a leak in Unit 2 control room temporary copper tubes connected to air conditioning units. The copper ifnes have been replaced by steel piping.

Other Unit 2 systems that may impact Unit 1 operation are being reviewed by the licensee. The Unit 2 control panels were covered for maintenance of dust free conditions. A temporary plywood floor was loosely laid on top of floor girders.

The tour included a walk in the turbine building. Parts of the condenser were installed, but not the main turbine or aenerator. The turbine building is enclosed and heated making protection of equipment easier.
