The concerned employee raised two generic problems that corrosion of wiring and deterioration of sealant in penetration feedthroughs (modules) may exist in the electrical cable containment The evaluation team reviewed documents that could penetrations.
indicate penetration failures related to the employee concern (EC).
The evaluation team reviewed the Condition Adverse to Cuality data base (CAQ) (App. A, 5.a dated 12/10/86) for " Electrical Penetrations" to determine if any reports identify deficiencies similar to the EC. The only report potentially applicable to the EC was NCR W-356-P R0 ( App. A, 5.b) issued on February 28,1986 on Watts Bar identifying crazing and/or cracking of the sealant material on the end of the CONAX penetration feedthroughs p'
(modules). The crazing and/or cracking was discovered while the penetrations and enclosures were being cleaned.
CONAX personnel inspected representative samples of the penetrations and determined that the NCR condition will not impair the qualification and integrity of the penetration feedthroughs and no corrective action is required on the sealant material.
The inspection and conclusion is documented in CONAX letter to W. S. Raughley ( App. A, 5.c) dated June 30,1986.
l On January 9,1987 the evaluation team reviewed the Licensing Events Reports for Sequoyah ( App. A, 7.a)'.
No reportable occurrence was attributable to corrosion of wiring and/or breakdown l.

Similarly on January 9 and 20,1987 the evaluation team reviewed the field verification walkdowns perfonned on the CONAX and Westinghouse containment penetrations as part of the environmental qualification program ( App. A, 7.b and 7.c).
There were no indications of deficiencies similar to those outlined in the EC or in NCR W-356-P R0 (App. A, 5.a).

0 PAGE 5 0F 7 A review of the Maintenance Records ( App. A, 7.d) by the evaluation team on January 9,1987 identified no records of repairs related to corrosion of wiring and/or breakdown of sealant material in penetration feedthroughs (modules) of the containment penetrations.
NRC IE Bulletin No. 77-06 ( App. A, 5.d,11/22/77) " Potential Problems with Containment Penetration Assemblies" reported a condition of decreased insulation resistance between conductors in low voltage penetration modules of General Electric Series 100 containment penetrations.
The penetrations used on Sequoyah are manufactured by Westinghouse and CONAX.
The evaluation team reviewed the results of the investigations by TVA ( App. A, 5.e) of the problem outlined in the bulletin and concluded that the problem does not exist in the Sequoyah penetrations (because of difference in design) and the problem is not similar to the EC.

CONAX, the manufacturer of the penetrations, detennined that the deficiencies identified in NCR W-356-P R0 on Watts Bar do not affect the performance of the penetrations and no corrective action is required.

Conclusion:==
On the basis of the evaluation ccnducted, the issue raised by the employee concern is not valid.
The evaluation team found no evidence of containment penetration problems or failures directly related to the employee concern.
