Licens_e Change Application 143 Attached are three signed originals and 40 conformed copies of License Change Application (LCA) 143 requesting amendment of Operating License NPF-1. A check for $150 is attached in accordance with 10 CFR 170.
This Technical Specification change is being provided for your review and approval as an emergency Technic.il Specification change in accordance with the provisions of.10 CFR 50.91, based on discussions with members of your staff and NRC Regica V personnel. The curveillance requirement of Technical Specification 4.6.2.2.d has been determined to be inadequate to demonstrate operability of the system. The proposed change returns the surveillance test to the original methodology which was used during the conduct of the first two surveillances in 1975 and 1981.
The Oregon Dcpartment of Energy has been contacted and made aware of this issue and the fact that a request for an emergency Technical Specification is being submitted.
Also attached is one signed copy of a Certificate of Service for LCA 143 to the chief executive of the county in which the facility is located and the Director of the State of Oregon, Department of Energy.
