GRAND GULF NUCLEAR STATION (GGNS) UNITS 1 AND 2 - SHIFT TECHNICAL ADVISOR STAFFING By letter dated April 10, 1986, Mississippi Power and Light Company requested approval of a change to its commitment regarding the assignment of shift technical advisors to operating shifts. During its review of this submittal, the NRC staff found that additional information as described in the enclosure is needed to complete its review.
In order to meet the schedule for review of this licensing action you are requested to provide the information identified in the enclosure by June 15, 1986.
If you cannot meet this date, please advise me within 7 days of receipt of this letter.
The reporting and/or recordkeeping requirements contained in this letter affect fewer than ter, respondents; therefore, OMB clearance is not required under P.L.96-511.

ENCLOSURE REQUEST FOR ADDITIONAL INFORMATION RELATING TO A PROPOSED CHANGE TO A COMMITMENT OF MISSISSIPPI POWER AND LIGHT COMPANY GRAND GULF NUCLEAR STATION By letter dated April 10, 1986, Mississippi Power and Light Company (MP&L) requests approval to place the Grand Gulf Nuclear Station (GGNS) Shift Technical Advisors (STAS) on a rotation different frca that of the operations shift rotation. Currently GGNS is committed to a " team concept" where the STA is assigned to each of five orerating shifts at GGNS. The connitment, made in a letter dated November 21,1983 from 0. D. Kingsley of MP&L to J. P. O'Reilly of NRC, stated that the STAS will be assigned to a particular shift and will train on the training rotation with that shift as appropriate.
In compliance with the commitments MP&L made, the STAS have been assigned to a particular shift and the STAS have remained with that shift.
However MP&L is now requesting to depart from the " team concept" and allow the STAS to be on a different shift rotation. This departure would allow MP&L to use a much larger or smaller number of STA qualified engineers to participate in the STA shift rotation.
In order that the staff can evaluate this proposed departure, MP&L needs to address the " Policy Statement On Engineering Expertise On Shift." The Policy Statement became effective on October 28, 1985 and presents the policy of NRC with respect to engineering expertise on shift. Specifically, Option 2 of the Policy Statement (GGNS, we believe follows Option 2) states that the dedicated STA thould assume an active role in shift activities.
For example, the STA shnuld review plant logs, participate in shift turnover activities, and maintain an awareness of plant configuration and status. Therefore, we request that the licensee address how the STA will assume an active role in shift activities.
