SIFETY EVALUATION BY THE OFFICE OF NUCLEAR REACTOR REGULATION RELATED TO AMENDMENT NO.53T0 FACILITY OPERATlf;G LICENSE DDR-77 AND AMENDMENT N0.45TO FACILITY OPERATING LICENSE DPR-79 TENNESSEE VALLEY AUTHORITY INTRODUCTION By letter dated September 30, 19fs6, the Tennessee Valley Authority (TVA) re-quested that Licerse Ccndition 2.C.(24) for Unit I and 2.C.(14) for Unit 2 be changed. The subject license conditions cover the implementation of Regulatory Guide 1.97.

The proposed changes are being requested as part of the overall ir.tegrated approach to implementetion of NUREG-0737, " Clarification of TMI Action Flan Requirements." This approach was contained in Supplement 1 to NUREG-0737.

EVALUATICN The staff has reviewed the proposed implementation schedule contained in the requested license amendments and has found it acceptable. The bases for this acceptance are:

Regulatory hide (RG) 1.97 identifies instrumentation which is used to monitor past accident conditions.

It is not intended to prevent any accidents; therefore, delayino its implementation will rot increase the chances of an accident occurring and l

The majority of the instrumentation identified in RC 1.c7 is already installed as part of the normal instrumentation.

ENVIRO WENTAL CONSIDERATION These amendments involve changes to the installation or use of the faci _lities' con'ponents located within the restricted area as defined in 10 CFF Fart 20.

The staff has detenr.ined that the arnendnients involve no significant increase ir the amourts, and no significant change in the tyDes, of any effluents that may be released offsite and that there is no significant increase in individual or cumulative occupational radiation exposure. The Commission has previously issued a proposed finding that these amendments involve no significant hazards consideration, and there has been no public corrent on such finding. Accordingly, the amendments meet the elioibility criteria for categorical exclusion set

forth in 10 CFR 51.22(c)(9).

Pursuant to 10 CFR 51.22(b) no environmental impact statencnt or environmental assessment need be prepared in connection with the issuance of the amendnents.

CONCLUSION The Ccmmission made a proposed determination that the amendments involve no significant hazards consideration which was published in the Federal Register on October 22,1986 (51 FR 37521) and consulted with the state of Tennessee.

No public comments were received, and the state of Ternessee did not have any comments.

We have concluded, based on the considerations ciscussed above, that: (1)there is reasonable assurance that the health and safety of the public will not be endangered by operation in the proposed manner, and (2) such activities will be conducted in compliance with the Commission's regulations and the issuance of these anendments will not be inimical to the ccrren defense and security or to the health and safety of the public.
