THREE MILE ISLAND NUCLEAR STATION, UNIT 2 DOCKET NO. 50-320 LICENSE N0. DPR-73 IN-SERVICE VALVE INSPECTION PROGRAH On May 6,1986, I and members of nly staff met with members of your staff (R.

Rogan, R. Wells) to discuss the status of the THI-2 In-Service Inspection (ISI) program for valves. At that meeting, in response to a previous NRC staff request for information, we were infomed that a femal ISI program is not currently being implemented at THI-2. Valve testing currently being conducted is being done in conformance with requirements listed in the Technical Specifications and as part of periodic operational checks of THI-2 systems. At the conclusion of the May 6 meeting, your staff agreed to re-examine the issue of conducting a formal ISI program at THI-2 and to report T

their results to the NRC staff within approximately two weeks.

As a result of GPUN's review, your Hay 15, 1986 letter requested relief from b

10 CFR 50.55a which requires a formal ISI program. Following our preliminary review of this request, the NRC staff concluded that until our review is 4'

complete, a formal ISI test program should be implemented at THI-2. This conclusion was provided verbally to R. Rogan of your staff on May 21, 1986.

The NRC staff, on May 22, 1986, received verbal confirmation that ISI program development ha.d begun and that an ISI program would be implemented within the next few weeks.

y 6-This letter is provided to document these recent NRC staff /GPUN disciissions of this issue. Accordingly, a formal ISI program should be implemented at TMI-2.

Onsite NRC staff will be interacting with members of your staff to assure that

your program scope is appropriate and that is the program being implemented as soon as practicable. We will, at the completion of our review, notify GPUN of our findings on your request for relief from ISI program requirements.
