NOTICE OF DEVIATION Wisconsin Electric Power Company Licenses No. DPR-24; DPR-27 As a result of the inspection conducted December 1,1986, through January 31, 1987, it appears that certain of your activities deviate from ccmmitments made to the NRC in your response to IE Bulletin No. 79-24, Letter C. W. Fay to J. G. Keppler, dated October 29, 1979.
Specifically, your response states in part that monitoring of traced lines in the facades is accomplished using "a multichannel recorder located in the Auxiliary Building which tracks the status of each of the heat tracing channels.
Trends and gradual changes in the performance of the heat tracing circuitry can be determined by observing these point recordings."
During the inspection it was determined that several points have been out of service, one for over a year and the multichannel recorder mode switch is maintained in the " record on alarm" position which prevents routine trending of any points.
Please provide in writing within 30 days of the date of this Notice a description of corrective actions taken regarding this deviation, actions taken to avoid further deviations, and the dates which these actions were or will be completed.
