Dear Mr. Harrison:

-In our October 1,1986 letter, we informed you of certain safety allegations which  ;

came to our attention through the Employee's Legal Project of Amesbury, 'Massachu-setts. In our correspondence with the Legal Project, we asked their director, Sharon Tracy, to keep us informed whenever additional safety concerns came to their attention. Recently, we received a list of ten more safety concerns from the Legal Project, which are enclosed. We request that you treat these additional items in an identical manner to those we already forwarded to you on October 1.

Also in our October.1 letter, we made you aware of a meeting whicit occurred between Mr.- Schuyler R. Mitchell of Computer Interference Elimination, NRC Region III, and Commonwealth Edison. At that meeting, Mr.- Mitchell made reference to concerns at Seabrook related to the accuracy of as-built drawings. A copy of that transcript-is enclosed, and the particulars contained therein should be used as additional background information in researching Mr. Mitchell's concerns. Your attention is directed to transcript Pages 163 through 198, which pertain to Seabrook.

September 25, 1986 Problems in the Seabrook nuclear facility construction, additional to those listed by William Kane, NRC Director, Division of

Reactor Projects, from information provided him by the Employee's Legal Project.

1. Quality assurance and quality control slipped the last few years; there was no QA or QC on third ~ shift, and none for cement onysecond shift.

2.There was cheating on literacy tests: others took Losts for people who were illiterate. Literacy tests were given toward the end of construction as an excuse to lay people off.

3. Paint thinner was accidently spilled on electtical cables.  !

4.Electricalcablesalonfefires.Anelectriciansaidthiswasthe outer walls of the containment gave l off sparks starting litt because the cables had been there too long with people walking on them, wearing them down.

5.One of the main pipes from the reactor to the turbine building did not fit so workers had to use a comealong to-make the connection.

6. Security was poor. Unauthorized people regularly had access to restricted areas.

7 3000 pound cement was used at Seabrook whereas at other nuclear plants 5000 pound cement was used because 3000 pound was not thought to be strong enough.

8.The reactor itself was filthy compared to other nuclear plants

! 'under construction where a dust-free environment was maintained.

At Seabrook there were wooden ladders and debris in the reactor.

Compared to other nuclear plants, general practices at.Seabrook were slovenly, shoddy.

9. Improper welds were performed by untrained welders. Wraparound welds were used when return welds were called for: return welds i prevent the " keyhole" from breaking under stress.
10. Bottles of argon used for welding were contaminated with moisture but used anyway.
