SAFETY EVALUATION REPORT FOR GENERIC LETTER 83-28, ITEMS 3.1.3 (AND 3.2.3 (POST-MAINTENANCE TESTING) FOR FORT ST. VRAIN (FSV)
This letter transmits -our Safety. Evahsation Report (SER) addressing Items -3.1.3
. and 3.2.3 (post-maintenance testing) of Generic Letter 8J-28.
These items require that licensees' review their existing Technical Specifications for post-maintenance testing requirements that may degrade rather than enhance safety.
Our contractor, EG&G, favorably reviewed Public Service Company of Colorado's (PSC) ' responses to Items 3.1.3 and 3.2.3.
The enclosed SER documents our concurrence with the contractor's findings and also finds PSC's responses to these items to be acceptable.
